Having recently received an unmistakable warning, that human strength is not inexhaustible, I hasten to complete the book, which will preach my last sermon, unadorned but full of good will to mankind. As I did twenty years ago, I recently went to Europe to inspect schools, especially, to see what the Germans accomplished in their rural schools, and incidentally to find some educational pearls. I do not care to fill the pages of my book with laws dealing with the organization or administration of German schools, for the laws of monarchies necessarily differ from those of a republic; principles and motives under the two kinds of government are dissimilar, hence also their dissimilar laws. Nor shall I fill the book with descriptions and pictures of school buildings, for neither the organization of schools nor their architecture make the schools. "What can it help us, if we have Windsor castles as school houses, when incompetency, ignorance and inexperience preside over the school rooms!" (Supt. A. J. Rickoff). The teacher is the school; nothing can change that. It is the German teacher's professional preparation which secures his success. I am often asked: "Send me some courses of study of German schools, so that I may get a standard of comparison for our own efforts." Book excerpt: Excerpt from The System in German Schools We often hear or read of the German School System, but we must use this term advisedly and not to understand that the schools of the German Empire are under one head or authority. There are twenty - six States in the German Empire, including the free cities of Hamburg, Bremen, and Luebeck, each of which has its own system and is in no way connected officially with any other State. In fact, edu cation ln the German Empire, as in our own country, is left entirely to the individual States, yet the schools throughout the Empire are very much alike and similar in quality. There are several reasons for this. In the first place the courses in the Hoehere Schulen (secondary and College Education), are governed by the requirements of the Universities which are practically the same for the twenty-three Universities of the German Empire. The Classmal Gymnasium was the principal school until in the year 1900 when the King of Prus sia issued a decree admitting the graduates from the Reform Schools to the Universities on equal terms with those of the old Gymnasium. Since that time the growth of the Re fonm Schools, in which there is less emphasis put upon Latin and Greek or in which these subjects are made elective, has been very rapid. There is no question that the best teach ing, the most enthusiastic teachers, and the best equipment are found in the Reform Schools. There is likewise no question that the growth in these schools will increase in the future. The teachers of the Classical Schools fight the Reform Schools and insist that there is an effort made by the teachers in them to Almericanize the German Schools. In spite of this opposition, as in our own land, the people are turning more and more to these schools and are neglecting the study of the Ancient Classics. Book excerpt: Excerpt from German Higher Schools: The History, Organization and Methods of Secondary Education in Germany But as Prussia is the larger part of the Empire both in area and population, and by far the most important state politically in the Confederation, it is doing no great injustice to consider German schools from the Prussian standpoint. A foreign institution, however simple it appears to the casual observer, presents a wonderful complexity to the student. And the longer he studies the more complex it grows. After a six months' residence abroad I was more confident of my ability to interpret the German school system than I am now, at the end of almost five years' continuous study and investigation. No one of my readers, I am sure, can be more dissatisfied than I am myself with this attempt to portray German ideals and German methods. The subject is too important to be lightly treated and too extensive to be understood on short acquaintance. I trust, however, that my work may lighten the labours of other students in this field and prove to be of some practical worth to educators. Sermonizing on the basis of foreign customs is always of doubtful expediency. It is, indeed, questionable whether there is anything peculiar to the German theory and practice of teaching which is directly applicable to British or American conditions. Each nation must educate itself in its own way and for its own ends. The chief value of foreign examples consists in a rational understanding of the foreign way of adapting means to ends in the realization of great ideals. In this work, therefore, I have studiously resisted the temptation to point out the moral of every tale. The intelligent reader is capable of drawing his own conclusions; he who reads merely to imitate needs no encouragement. It has been my aim to make each chapter as complete in itself as possible, even at the risk of some repetition of important facts.
