Book excerpt: This collection of 13 articles by vocational educators discusses issues that confront vocational education in the 1980s. It is designed for the practicing vocational teacher and for persons who are enrolled in preservice vocational education courses. Two major themes running through the papers are: (1) the need to keep existing vocational education programs current with the changing requirements and new technology of the work setting; and (2) to improve articulation between secondary and postsecondary vocational programs in order to serve the needs of workers for entry-level education and for retraining throughout life. Topics covered in the papers include teacher training; professionalism; bridging the gap between general and vocational education; leadership; vocational education to meet the needs of minority groups; special students; youth unemployment; learning styles; career guidance and job placement; cooperative work experiences; youth organizations; energy expectations of the future; and adapting human resources to changing technology. Sloan Foundation seeking sup port for the Aspen Institute for Humanistic Studies to embark on a policy oriented program in vocational education. The reason for the request, which was generously granted by the foundation, was stated as follows: The federal program on vocational education dates from World War I. Impor tant changes were made in later legislation in 1963 and 1976, affecting the pro grams conducted by the Department of Health, Education and Welfare. The recently enacted Comprehensive Employment and Training Act (CETA) of the Department of Labor has brought large federal support to efforts to reduce unemployment, especially for youth, by providing preparatory training. It may be an understatement to report that the programs of these two government departments have lacked adequate coordination in Washington or in the field. Certainly there is a long way to go in improving both policy and program, and an opportunity presents itself in preparing the policies to be proposed to the Con gress when the vocational education program next comes up for reconsideration in 1980 and 1981. Responsibility for preparing the administration's position and recom mendations lies with the Deputy Assistant Secretary for Planning and Evaluation of HEW, Michael O'Keefe.

Background discussion covers factors influencing recent developments in South Australian education, a summary of the role of schools in society, and some considerations for educational planning in the 1980's. Basic aims for schools involve promoting the balanced development of students' cognitive, creative, physical, social, and vocational skills, as well as healthy psychological qualities. A framework of eight curriculum areas is given for school planning: environmental education, health and personal development, human society, language studies, mathematical studies, science and technology, the arts, and transition education. Schools are encouraged to adapt curricula to local needs, but four priorities are set for planning and teaching: basic numeracy and literacy, communication skills, skills for social living, and problem-solving skills. These priorities mark a shift in emphasis away from college preparatory education and toward students' social development. Community expectations to be observed by schools and important factors in curriculum planning are reviewed.
