Between 1978 and 1981, the Youth Employment and Demonstration Projects Act (YEDPA) funded extensive programs designed to aid disadvantaged youth. The Committee on Youth Employment Programs examined the voluminous research performed by YEDPA and produced a comprehensive report and evaluation of the YEDPA efforts to assist the underprivileged. Beginning with YEDPA's inception and effective lifespan, this report goes on to analyze the data it generated, evaluate its accuracy, and draw conclusions about which YEDPA programs were effective, which were not, and why. A discussion of YEDPA strategies and their perceived value concludes the volume.

Moving past common interpretations of NEETs as a homogeneous group, it asks why some youth become NEET, whereas other do not. The authors analyse diverse school-to-work patterns of young NEETs in five typical countries and investigate the role of individual characteristics, countries’ institutions and policies, and their complex interplay. Readers will come to understand youth marginalization as a process that may occur during the transition from school, vocational college, or university to work. By studying longitudinal analyses of processes and transitions, readers will gain the crucial insight that NEETs are not equally vulnerable, and that most NEETs will find their way back to the labour market. However, they will also see that in all countries, a group of long-term NEETs exists. These exceptionally vulnerable young people are sidelined from society and the labour market. The country cases and cross-national studies illustrate that policies intended to help long-term NEETs to find their way in society are very limited. The book provides useful theoretical and empirical insights for scholars interested in the school-to-work transition and marginalized youth. It also provides helpful insights in vulnerability to policymakers who aim to combat youth marginalization. Specifically, it examines the nature and importance of life skills, and how they are taught. It looks at the synergies and differences between life skills educational programmes and the way in which they promote social and emotional learning, vocational/employment education, and health and sexuality education. Finally, it explores how life skills may be better incorporated into education and how such education can address structures and relations of power to help youth achieve desired future outcomes, and goals set out in the Sustainable Development Goals (SDGs). Life skills education has gained considerable attention by education policymakers, researchers and educators as being the sine qua non for later achievements in life. It is nearly ubiquitous in global and national education policies, including the SDGs, because life skills are regarded as essential for a diverse set of purposes: reducing poverty, achieving gender equality, promoting economic growth, addressing climate change, fostering peace and global citizenship, and creating sustainable and healthy communities. Yet, to achieve these broad goals, questions persist as to which life skills are important, who needs to learn them, how they can be taught, and how they are best measured. In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

However, this book shows that there are striking differences between countries: in Germany, the young people of today are no worse off than their adult counterparts, while in Southern European and Eastern European countries they fare 3 through 4 times worse. The current economic and financial crisis has further exacerbated the situation for young people in many advanced economies. Observers are divided as to the optimal design of youth employment policy. Liberalists believe that the market itself should address youth disadvantages. More flexible labor markets should also guarantee greater labor turnover, including temporary work, so as to allow young people to move from one job to the next until they accumulate the work experience they need to become more employable and find the right career. In contrast, other economists oppose approaches focusing on entry flexibility and temporary work, claiming that the former type helps only the most skilled and motivated target groups, while the latter only allows young people to gather generic, not job-specific work experience.
