Part I of the study highlights the economic, social, and political context of education, presents a historical perspective on the various educational policies formulated and implemented under the different regimes-that ruled Egypt from the beginning of the nineteenth century till the liberation and privatization era of the early 1970s. It provides an in-depth account of education finance, budgetary procedures at the local educational directorates, underscores issues plaguing the financing of education, and suggests solutions for the improvement of educational finance in Egypt. Part II presents a monograph that analyzes teachers' wages and suggests alternatives to alleviate their negative impact. Part III is a reporting on the operations related to the construction and the management of school buildings with a special emphasis on their costs.

Some reforms are likely to give local entities, including schools, greater control over education finances. In 2007, the Government of Egypt began to decentralize some non-personnel recurrent finances from the Ministry of Education and the Ministry of Finance (MOF) to lower-level jurisdictions using a number of simple and transparent enrollment- and poverty-based funding formulas. By 2010, a sizable amount of capital expenditure was also being transferred to lower levels of the system via similar equity-based funding formulas. Prior to these formula-based decentralization efforts, a large amount of education-related non-personnel recurrent finances had been moving from the MOF to the muderiyat. Analysis of these latter allocations reveals that they are highly inequitable on an inter-governorate per-student basis, ranging from EGP 966 per student in New Valley to EGP 25 per student in 6th of October. This paper examines the nature and potential causes of this inequity and puts forth a way in which these funds could also be transferred using an equity-based funding formula that “holds harmless” those muderiyat that would lose absolute amounts of money under a more equitable distribution scheme.

Book excerpt: Over the period 2007–2013, a series of undertakings were made to introduce fundamental elements of decentralized education finance to Egypt. In 2009, 8.4M Egyptian pounds (EGP) of the Government of Egypt’s (GOE) budget was decentralized to every primary school in three pilot governorates. By 2013, EGP 1.2B of the GOE’s money had been decentralized nationwide. This paper describes what these undertakings strived to achieve, what specifically was done to achieve these objectives, the degree to which these objectives were achieved, the reasons why they were achieved to the degree they were with particular attention paid to the institutional and political context within which these undertakings unfolded. The account of the technical work that was undertaken to decentralize these funds is important, but more important is the account of the interplay between the technical work, the fact that this work supported a GOE-led initiative, and the volatile political environment—pre-revolution, revolution, and post-revolution Egypt—in which the work was done for it is here where important lessons about reform emerge.

From the Revolution of 1952, which saw the breakdown of the party system, seen as ‘sham democracy’, to the re-adoption of the party system in 1976, the Egyptian government has searched for an ideal system that is secular, but not irreligious, and benefitting from, but not copying, the western or eastern models. Professor Hyde has analysed the problems of the educational system, administrative, institutional, theoretical and practical, and related them to Egypt’s urgent need to modernise the state, and to improve the quality of life of her hitherto deprived masses. The deficiencies of the system are discussed with emphasis on the attempts to provide solutions, mainly within the framework of reformed institutions. Informal and private education, literacy campaigns, women’s aspirations and student welfare are all considered, as are policies and plans for the immediate and long-term solutions of Egypt’s problems. The analysis also takes into account socio-economic factors in post-Revolutionary Egypt which not only constitute instruments of change in Egyptian society but also provide the restraints which prevent the rapid translation of educational ideals into reality. Human capital investment, through public education expenditure, is generally contributes directly and indirectly to economic development. Hence, many governments across the globe are trying to improve human capital by investing more in the education sector. But the issue is whether such a spending is of value, or it just represents a consumption spending rather than an investment one. On this ground, this paper is an attempt to evaluate the public education financing policy in Egypt during the period (1980-2015) in terms of three criteria; Adequacy, Equity, and Efficiency, in order to know the beneficiary of public education spending policy, and its effectiveness. The available data revealed that the share of public education spending out of GDP is still low compared to other developing countries with similar socio-economic conditions. Besides, there is an apparent spending bias toward higher education. Finally, although Egypt has made a significant progress towards its educational system; relating to enrollment rate, gender parity, the unemployment rate of educated individuals remains persistently high.

Indeed, given the widespread 'borrowing' and 'travelling' of QA policy across borders, insights from this study have practical messages for others meeting the challenge of change. The analysis of how the overlapping contextual factors of governance and culture contribute to the impact of funding and QAS will not only be of interest to those researching higher education policy and education reform but also to those with a wider interest in mechanisms of public sector reform.
