Book excerpt: This book uses a multi-dimensional conceptual framework to demonstrate how neoliberal forces have been manifested through changes to K–12 public education finance policy in British Columbia, Canada between 2001 and 2015. The text offers in-depth critical policy analysis to illustrate how the public education system has been impacted by the emergence of a hybrid model of public-private funding. By examining the impacts of this neoliberalized model, in which school districts must compete for public funding and engage in for-profit activities, the book highlights emerging financial inequalities; exacerbated inequities for students; increased entrepreneurialism; closer alignment of administrators’ subjectivities with a managerial approach to educational leadership; and an illusion of local autonomy. Ultimately, the text makes powerful contributions by calling attention to detrimental processes of neoliberalization, marketization, and privatization within public education, as well as the managerialization of educational leadership. But the measurable value of its nonmonetary benefits has until now been poorly understood. In Higher Learning, Greater Good, leading education economist Walter W. McMahon carefully describes these benefits and suggests that higher education accrues significant social and private benefits. McMahon's research uncovers a major skill deficit and college premium in the United States and other OECD countries due to technical change and globalization, which, according to a new preface to the 2017 edition, continues unabated. A college degree brings better job opportunities, higher earnings, and even improved health and longevity. Higher education also promotes democracy and sustainable growth and contributes to reduced crime and lower state welfare and prison costs. These social benefits are substantial in relation to the costs of a college education. Offering a human capital perspective on these and other higher education policy issues, McMahon suggests that poor understanding of the value of nonmarket benefits leads to private underinvestment. This volume describes the resource allocation for compulsory and special needs education for a selection of well-performing countries and regions on PISA tests. By studying the funding systems in well-performing countries and regions the authors identify the elements in the respective funding systems that are associated with best outcomes and have the ideal characteristics to pursue particular goals of education systems such as equity and efficiency. As OECD school systems have become more complex and characterised by multi-level governance, a growing set of actors are increasingly involved in financial decision-making. This requires designing funding allocation models that are aligned to a school system's governance structures, linking budget planning procedures at different levels to shared educational goals and evaluating the use of school funding to hold decision makers accountable and ensure that resources are used effectively and equitably.
