Book excerpt: Education, which has been at the heart of the Middle East and North Africa (MENA) region’s history and civilizations for centuries, has a large untapped potential to contribute to human capital, well-being, and wealth. The region has invested heavily in education for decades, but it has not been able to reap the benefits of its investments. Despite a series of reforms, MENA has remained stuck in a low-learning, low-skills level. Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.

The scope of the content of this collected work centres on the issue of the lack of scientific records concerning the scientific raising of the impact of education research. The book aims at making a specific contribution to the educational sciences by stimulating scholarly discussion around how to increase the recording of the significance of educational research done in Africa, and in South Africa in particular, and to redirect the research agenda into the direction of making more impact. Impact is conceptualised to mean both scholarly impact (that is being cited and being used as foundation for theory building and for further research) and practical impact (that is improvement of practice, teaching and learning in education institutions at all levels).

Book excerpt: While the analysis is not the first to investigate empirically the effects of different individual or household factors on school access and completion of Ghanaians, it extends previous work by simultaneously incorporating individual, household, community, regional and national characteristics and also illustrates the latest evidence by applying international data sources and unusually detailed household survey data for a sub-Saharan country. Its focus is threefold: (i) gaining a richer understanding of which external influences hinder educational access and attainment in Ghana, (ii) how to better tackle these challenges and (iii) analyzing how educational development affects the country‘s overall development. An interview with the Minister of Education helps guide the policy orientation of the analysis by identifying several critical challenges and areas of needed policy attention. Findings from the data analysis indicate that the geographic divide between the North and South, increased economic growth, demographic pressure and a number of individual, household and community factors especially children‘s nutritional and labour status are the most important challenges in increasing levels of education among Ghanaians in years to come. Finally, the analysis pilots a new and comprehensive results- and capacity-focused policy matrix to help the Government of Ghana realign policy priorities and reform existing programs. To this end, respective policy levers on the demand- and supply-side are discussed, with particular reference to external and demand-side interventions which have not received the necessary attention at the policy-level to improve educational opportunities and outcomes at all levels.

In contrast to moral education as a vehicle of cultural imperialism and social control, this volume shows moral education to be concerned with both private and public morality, with communal and national relationships between human beings, as well as between people and their environment. Drawing on distinctive perspectives from philosophy, economics, sociology and education, it offers the African ethic of Ubuntu/Botho as a plausible alternative to Western approaches to morality and shows how African ethics speaks to political and economic life, including ethnic conflict and HIV/AIDS, and may be an antidote to the current practice of timocracy that values money over people. The volume provides sociological tools for understanding the lived morality of those marginalised by poverty, and analyses the effects of culture, religion and modern secularisation on moral education. With contributions from fourteen African scholars, this book challenges dominant frameworks, and begins conversations for mutual benefit across the North-South divide. It has global implications, not just, but especially, where moral education is undertaken in pluralist contexts and in the presence of economic disparity. Book excerpt: A popular myth about the travails of Africa holds that the continent's long history of poor economic performance reflects the inability of its leaders and policymakers to fulfill the long list of preconditions to be met before sustained growth can be achieved. These conditions are said to vary from the necessary quantity and quality of physical and human capital to the appropriate institutions and business environments. While intellectually charming and often elegantly formulated, that conventional wisdom is actually contradicted by historical evidence and common sense. It also suggests a form of intellectual mimicry that posits a unique path to prosperity for all countries regardless of their level of development and economic structure. In fact, the argument underlining that reasoning is tautological, and the policy prescriptions derived from it are fatally teleological: low-income countries are by definition those where such ingredients are missing. None of today's high-income countries started its growth process with the "required" and complete list of growth ingredients. Unless one truly believes that the continent of Africa-and most developing countries-are ruled predominantly if not exclusively by plutocrats with a high propensity for sadomasochism, the conventional view must be re-examined, debated, and questioned. This volume-the second of the lOxford Handbook of Africa and Economics-reassesses the economic policies and practices observed across the continent since independence. It offers a collection of analyses by some of the leading economists and development thinkers of our time, and reflects a wide range of perspectives and viewpoints.
