The New Zealand government, like many across the world is seeking improvement in education system performance, with a particular interest in meeting the needs of those traditionally disadvantaged through education. As a result, over the last 20 years, most ITE has been relocated into universities and teacher qualifications have changed. Not immune to international discourses about the criticality of the teacher workforce to system performance, Aotearoa New Zealand provides a bounded yet connected case of ITE development and reform. The authors draw from a study of teacher education practice in Aotearoa New Zealand and also look at recent research carried out in other jurisdictions to consider how ITE and the academic category of teacher educator is constructed, maintained and practiced within the institution of the university. They highlight the promise of university-based ITE provision, noting areas for development and provide an opportunity to better understand how student teachers within ITE respond to and engage with teacher educators' work in the service of their own learning.

The working group was asked to investigate all state and independent arrangements for the care and education of infants and children up to the age of 6 years, and to advise on: (1) costs and benefits of ECCE; (2) the roles of the family, community, and government; (3) the role of the government in relation to children as society's future; (4) equity of access to and equitable funding for complementary care and education; (5) the balance between private and social costs, and the impact of the social costs on the government's budget; (6) the appropriate arrangements for policy advice and implementation of policy, including reform if necessary; and (7) appropriate transitional arangements. In addition, the working group addressed issues related to ECCE for children with special needs. With the release of the report of the Taskforce to Review Education Administration (the Picot report), it was logical for the working group to consider the task force's recommendations and incorporate the task force's proposed model whenever it was practical for the ECCE sector.
