Book excerpt: This article analyzes the relationship between education and social mobility in the case of Mexico using the ESRU. According to our estimates, there is evidence of considerable levels of positive educational mobility between generations and intra generations over the past decades. At the same time, the educational mobility implies mobility of socio-economic level measured in terms of income. The lower educational level of parents, the higher impact of the educational progress on the income of subsequent generations. Our main results are consistent with the trends derived from similar analysis using the national survey of income and expenditure of households in the year 2006, which can be interpreted as a test of robustness. Also, the results suggest that investment in education, particularly, in public education that grants access to educational services for the open population, constitutes an investment in equity. Through access to education, the level of well-being of the present generations is less dependent on the social position of their household of origin. In addition, we identify that the higher performance of public investment in education in terms of social mobility, is obtained by investing in households whose head has lower levels of education.

Preceding the latest wave of Central American children and teenagers now fleeing violence in their homelands, Isabel Martinez examines a group of unaccompanied Mexican teenage minors who emigrated to New York City in the early 2000s. As one of the consequences of intractable poverty in their homeland, these emigrant youth exhibit levels of agency and competence not usually assigned to children and teenage minors, and disrupt mainstream notions of what practices are appropriate at their ages. Leaving school and family in Mexico and financially supporting not only themselves through their work in New York City, but also their families back home, these youths are independent teenage migrants who, upon migration, wish to assume or resume autonomy and agency rather than dependence. This book also explores community and family understandings about survival and social mobility in an era of extreme global economic inequality.

In 2020, 42-percent of U.S.-born Mexican men and 49-percent of U.S.-born Mexican women in New York City had graduated from college. This high level of educational attainment is dramatically higher than their U.S.- and foreign-born counterparts in other places. How did U.S.-born Mexicans in New York City achieve such remarkable mobility? In Dreams Achieved and Denied, sociologist Robert Courtney Smith examines the laws, policies, and individual and family practices that promoted–and inhibited–their social mobility. For over twenty years, Smith followed nearly one hundred children of Mexican immigrants in New York City to learn what determined their ability to move up the social ladder. Smith finds that legal status was fundamental in shaping opportunities for mobility. Having or gaining legal status enabled individual and family efforts for mobility to be rewarded and by allowing efficacious use of New York City and New York State policies and practices that support mobility. Lacking legal status, however, blocked mobility, even for those individuals and families engaging in the same strategies, limiting the benefit derived from those mobility-promoting city and state policies. The young people that Smith followed employed a number of strategies to pursue advancement. Smith finds that having strong mentors, picking better high schools, and the desire to keep the immigrant family bargain–the expectation that children of immigrants will redeem their parents’ sacrifice by doing well in school, helping their parents and younger siblings, and becoming ethical, well-educated people–all led to better adult lives and outcomes. The ability to successfully utilize these strategies was aided by New York City and State policies that are immigrant-inclusive and mobility promoting, including New York State laws that offers undocumented New Yorkers in-state tuition at public universities, allows them to get standard driver’s licenses, and access state health insurance programs, as well as New York City’s school choice system, which allows for students to attend better schools outside of their designated school catchment zone. Dreams Achieved and Denied is a fascinating exploration of the historic upward mobility of Mexicans in New York City, which counters the dominant story research and public discourse tell about Mexican mobility in the United States.

Book excerpt: Since the Revolution of 1910, Mexican society has undergone a profound transformation, characterized by the disempowerment of the landed aristocracy and the rise of a new ruling class of plutocrats and politicians; the development of a middle class of white-collar professionals; and the upward mobility of formerly disenfranchised Indians who have become urban, working-class Mestizos. Indeed, Mexico's class system today increasingly resembles that of Western industrialized nations, proving that, while further democratic reforms are needed, the Revolution initiated an ongoing process of change that has created a more egalitarian society in Mexico with greater opportunities for social advancement. This authoritative ethnography examines the transformation of social classes in the Córdoba-Orizaba region during the latter half of the twentieth century to create a model of provincial social stratification in Mexico. Hugo Nutini focuses on the increased social mobility that has affected all classes of society, especially the rural Indians who have taken advantage of education, job opportunities, and contact with the wider world to achieve Mestizo status. He also traces the transfer of power that followed the demise of the hacienda system, as well as the growing importance of the middle class. This description and analysis of the provincial social stratification system complements the work Nutini has done on the national class system, centered in Mexico City, to offer a comprehensive picture of social stratification and mobility in Mexico today.

Book excerpt: To promote development, Mexico decided to focus its social policy on generating incentives for human capital investments primarily using conditional cash transfer programs. To make these types of programmes effective, two important issues must be considered. First, the returns on human capital have to be positive and sufficiently high. Although there is important evidence that this is the case for education, less conclusive evidence exists for health in general and Mexico in particular. Because health capital may reflect aspects of productivity different from labour specialisation (that are related to education), it is important to have positive returns on health investments (that is, not only human capital in general). In addition, these investments will increase development only if social mobility is feasible, as human capital returns implied that increasing human capital would then result in increased labour income and thus mobility that would represent development. This study attempts to provide a better understanding of the importance of mobility in Mexican society. In this analysis, using data from a national representative survey, I found that the returns on health in Mexico are positive and at an order of magnitude similar to those reported for other countries. I also found that social mobility is present, although there is still an important intergenerational transmission of educational attainments.

The Education System in Mexico directly addresses this problem.
