Drawing on the expertise of social scientists, civil rights attorneys, and policy analysts, these original essays present the first comprehensive examination of housing integration and federal policy covering the last two decades. This collection examines the ambiguities of federal fair housing law, the shifting attitudes of white and black Americans toward housing integration, the debate over racial quotas in housing, and the efficacy of federal programs. Title VI of the Civil Rights Act of 1964 banned discrimination in federally assisted housing, and Title VIII of the Civil Rights Act of 1968 banned discrimination in most of the private housing market. Housing Desegregation and Federal Policy shows that America has made only modest progress in desegregating housing, despite these federal policies. The evidence for the occurrence of such impacts at intervals of some tens of millions of years is quite convincing, and Lyell stands admonished by Hamlet: "There are more things in heaven and earth, Horatio, than are dreamt of in your philosophy. " The role of bolide impacts on the history of life during other portions of the Phanerozoic Eon is less clear (see Raup and Fischer, both this volume), and catastrophic changes unrelated to extraterrestrial processes may have been important (see Holser, this volume). Changes in the later Precambrian biota are still difficult to interpret, in part because the preservation of soft-bodied animals from this period of Earth history is so unusual (see Seilacher, this volume). During the past billion years or so, bolide impacts have exerted a significant effect on the Earth's surface and its inhabitants, but not on its interior. The 3800 Ma rocks at Isua in West Greenland are the oldest terrestrial rocks that are currently available for inspection (see Dymek, this volume). They contain abundant evidence for the operation of chemical and physical processes that are similar to those of the present day. This situation could not have prevailed during the entire 700 Ma preceding the formation of the Isua rocks.

This volume aims to be useful as an appraisal of the state of the art by a mixed collection of insiders and outsiders. Most interestingly, I think, it aims (especially in the four group reports) to identify some of the major areas of unresolved controversy and some of the major questions yet unanswered. I see the book as essentially a tentative statement - often by several dissonant voices - about directions in which we may be heading; the book is emphatically not a canonical utterance on how to do things. It is intended to stimulate, not to codify. Following the usual Dahlem Workshop format, the discussions were organized under four themes. Although crisp demarcation is not possible, the first two themes broadly deal with biological aspects of the dynamics of single populations and the dynamics of systems with many species. The later two themes take up questions of management under uncertainty and multispecies management. In all this, the word "fish" is interpreted broadly to include such taxonomically varied beasts as whales, shrimp, crabs, shellfish, and squid, along with fish in a strictly zoological sense.
