Book excerpt: This book explores the Paris Ecole Militaire as an institution, arguing for its importance as a school that presented itself as a model for reform during a key moment in the movement towards military professionalism as well as state-run secular education. The school is distinguished for being an Enlightenment project, one of its founders publishing an article on it in the Encyclopédie in 1755. Its curriculum broke completely with the Latin pedagogy of the dominant Jesuit system, while adapting the legacy of seventeenth-century riding academies. Its status touches on the nature of absolutism, as it was conceived to glorify the Bourbon dynasty in a similar way to the girls’ school at Saint Cyr and the Invalides. It was also a dispensary of royal charity calculated to ally the nobility more closely to royal interests through military service. In the army, its proofs of nobility were the model for the much debated 1781 Ségur decree, often described as a notable cause of the French Revolution.

Rather than tax their richer subjects directly, French kings preferred to sell them privileged public offices, which further payments allowed them to sell or bequeath at will. By the eighteenthcentury there were 70,000 venal offices, comprising the entire judiciary, most of the legal profession, officers in the army, and a wide range of other professions - from financiers handling the king's revenues down to auctioneers and even wigmakers. Though now yielding diminishing returns to theking, offices were more in demand than ever for the privileges and prestige, profit and power, that they conferred; and although it was widely accepted that selling public authority was undesirable, nobody imagined that those who had invested in offices could ever be bought out. The Revolutionbrought an unexpected opportunity to do so, but the legacy of venality has marked French institutions down to our day. William Doyle, one of the foremost historians of early modern Europe, has written the first comprehensive history of the last century of venality. The inter-disciplinary collection sheds light on the variegated nature of translocal cultural entanglements, at work even before the GDR was officially recognized as a sovereign state by India in 1972. By foregrounding the role of actors, their practices and the sites of their entanglement, the contributions show how creative energies were mobilized to forge zones of friendship, mutual interest and envisioned solidarities. This volume situates actors from the Global South as mutual co-shapers of the cultural Cold War, therein shifting its Euro-American and Soviet epicenters to Non-Aligned India. Going beyond official state channels of international political dialogue, it locates cordiality in the micro-histories and everyday experiences of interpersonal engagements, bringing to focus a hitherto underexplored chapter of India–Germany entanglements.

What precisely were those difficulties? In this book, Professor Bosher shows that the monarchy was financed by a chaotic system of private enterprise which proved increasingly unmanageable and wasteful. Hundreds of profit-seeking accountants - 'capitalists', in the language of the time - stood in the way of reform and even of clear accounting until governments of the French Revolution eventually nationalized the financial system and changed it 'from capitalism into a bureaucracy'. From his close study of the administrative changes Professor Bosher concludes that the National Assembly planned to guard the public finances by bureaucratic organization. 'With a vision of mechanical efficiency and articulation', he writes, 'systems of clock-like checks and balances such as eighteenth-century Frenchmen found everywhere, even in nature itself, the revolutionary planners hoped to prevent corruption, putting their faith in the virtues of organization to offset the vices of the individual men.'

Instances of technological change undertaken for the sake of military advantage have also been relatively common in history. The relationships between science and warfare, however, have been much more variable and ambiguous. The papers and discussions of the Symposium investigate selected aspects of the complex relationships between science and technology on the one hand, and warfare on the other, from the Renaissance to the 1960s. In the first session, Professor Hall takes up in turn the possible areas of interaction between science (exterior ballistics, engineering, explosives, mechanics, and metallurgy) and military technology (edge weapons, cannons and mortars, fortification and siege warfare, and small arms) in the 15th, 16th, and 17th centuries. The notion that science is pursued for utilitarian ends, Hall finds, is an unhistorical projection backward from our own age." He excludes navigation and medicine from consideration, because they were civil as well as military concerns. In spite of the pleading of certain early propagandists of the Empire of Man over Nature," and in spite of the elaborate sketches of military engines in Leonardo's notebooks, military technology was largely innocent of scientific method. The developments in fortification required mathematical skills, but nothing more than elementary geometry and arithmetic. Mathematicians studied the ancient problem of the trajectory of projectiles, but their efforts affected neither the design nor the use of guns. The range tables they provided were not even usable with the guns of the time. The solution of the trajectory problem would await Benjamin Robins and the 18th century. Professor Hale supports Hall's conclusion with three arguments. In the 16th and 17th centuries, armies were so organized as to preclude any productive contact with the worlds of science and technology.
