Like other Andean countries (such as Peru and Bolivia), Ecuador has a persistently high stunting rate, well above what would be expected given its middle income status. Even more worrying, over the last decade, the trend reduction has virtually stopped. The study supports the development of a more coherent and effective nutrition strategy in Ecuador through an analysis of the main nutrition issues, based on in-depth statistical analysis of a large new household survey dataset (ENDEMAIN 2004) and other data sources, together with a review of qualitative evidence regarding behavioral and program-access obstacles to improved nutritional outcomes. It also reviews the existing programs and policies which aim to improve nutritional outcomes, considered the available evidence on the efficiency, effectiveness, targeting and inter-programmatic coherence of the programs and projects reviewed and suggests an agenda for policy discussions to improve these outcomes.

Book excerpt: This report documents the activities of the consultant for the Interdepartmental Committee on Nutrition for National Defense (ICNND), National Institutes of Health, who visited Ecuador from January 15th to the 21st, 1961. Dr. Gerald F. Combs, PhD, visited Ecuador to discuss the nutritional survey conducted by ICNND in the summer of 1959. Discussions were held with the Ecuadorian Minister of Social Welfare and Labor, the Minister of Defense, members of the National Planning Board of Ecuador, the U.S. Ambassador, members of USOM, and the U.S. Army Mission. Other bilateral agencies were contacted and the findings and recommendations of the 1959 ICNND nutrition survey were reviewed. Most significantly, as a result of this visit, a National Committee on Nutrition was formed to include representation from the various Ministries of the government, as well as representatives from various U.S. and other bilateral agencies similarly concerned with the improvement of the nutritional status of the people of Ecuador. Specific concern was given to the need for improving the nutritional status of the Armed Forces, and detailed recommendations were discussed as a means of implementing an improved nutritional service in the military. The visit was highly successful and it stimulated the concern and support of programs designed to improve nutritional health. It is hoped that the initiation of the National Nutrition Committee will provide the necessary administrative vehicle to effect better cooperation and coordination of effort among the various agencies involved.

W.N. Pearson, PhD, visited Ecuador from January 15th to the 21st, 1961, to discuss the nutritional survey conducted by ICNND in the summer of 1959. Discussions were held with personnel from the Ecuadorian government, U.S. missions, and the National Institute of Nutrition. According to Dr. Pearson, the status of the Institute of Nutrition of Ecuador (INNE) is far superior to its position when he made his first visit to Ecuador in the summer of 1959. Its enhanced prestige is a direct result of the ICNND Nutrition Survey that was carried out in the summer of 1959, and of the efforts of Dr. John J. Kevany, who is now WHO Nutrition Consultant in Ecuador. The budget of the Institute is still far short of that needed. The original budget agreed upon when the Institute was established ran to 600,000 sucres per year ($36,000), but the Institute has only received about one half of this in recent years. Dr. Kevany has recently succeeded in having it reinstated to its original level, but this is no guarantee of payment. For example, no money from the government has been received by the Institute since last summer, and the operating budget last year was only about 300,000 sucres ($18,000). The report discusses the staff of the INNE, its scientific programs, and its nutrition education program.
