Book excerpt: Mutual or financial cooperatives are customer owned financial institutions characterised by mutual ownership . A key feature of mutual ownership is that members of these cooperative financial institutions are also the customers, depositors and borrowers. Indeed, cooperatives are often created by persons belonging to the same local or professional community or sharing a common interest. Financial cooperatives generally provide their members with a wide range of banking and financial services, including loans, deposits and banking accounts. The main features of these mutual financial institutions include: free association and withdrawal; democratic structure giving each member one vote regardless of his or her investment; and pursuit of specific member interest rather than profit maximisation. Hence, cooperatives are considered an alternative for commercial banks, as they combine both financial and social objectives (Martín and Marqués Sevillano, 2011). In Ecuador, with the Correa Government, the cooperative sector has increased in significance within the financial system. A reason behind this is that financial cooperatives are considered a cornerstone to promote financial inclusion and competitiveness. Hence, the aim of this article is to analyse the development of the popular and solidarity-based financial sector in Ecuador. Seemingly, a regulatory process was initiated in the country to effectively supervise and control the cooperative sector. This process has achieved the desired outcomes and currently these cooperatives contribute to the safety and soundness of the financial system.
