Book excerpt: This book explores violence against the environment within the broad scope of transnational environmental crime (TEC): its extent, perpetrators, and responses. TEC has become one of the greatest threats to environmental and human security today, as well as a lucrative enterprise and a mode of life in many regions of the world. Transnational Spheres of Ecoviolence argues that we cannot seriously consider stopping TEC without also promoting environmental (and climate) justice. The spheres covered range from wildlife and plant crime to illegal fisheries to toxic waste and climate crime. These acts of violence against the environment are both localized in terms of event and impact, and globalized in terms of market drivers and internationalized responses. Because it is so often intimately linked to political violence, coerced labor, economic and physical displacement, and development opportunity costs, ecoviolence must be viewed primarily as a human security issue; the fight against it must derive legitimacy from impacts on local communities, and be twinned wth the protection of environmental activists. Reliance on the generosity of distant corporations or the effectiveness of legal structures will not be adequate; and militarized responses may do more harm to human security than good to nature. A transformative approach to transnational ecoviolence is a very complex task affected by the geopolitics of neoliberalism, authoritarian states, rebel factions and extremists, socio-economic patterns, and many other factors. In this challenging text, the authors capture this complexity in digestible form and offer a wide-ranging discussion of commensurate policy recommendations for governments and the general public.

It is a movement far removed from the elite conservationists of the late 1800s and the mainstream environmental groups that emerged later. Drawn from the same pool of concerned individuals who comprise memberships in groups like Greenpeace, the Sierra Club, and the Wilderness Society, disaffected environmentalists have turned from political lobbying to direct action in the form of widespread property destruction and other types of crime and terror. Here, the author exposes the activities of radical groups determined to make their mark in the movement to protect the earth and its creatures from those they view as predators. He covers the major groups as well as less well-known ones and provides a careful portrait of who they are, what they do, and how to address them. The growth, from the 1980s through the present day, of organizations involved in eco-terror is noticeable and significant. Such groups have caused millions of dollars worth of damage throughout the country. The FBI estimates that the ALF/ELF have committed more than 600 criminal acts in the United States since 1996, resulting in damages in excess of $43 million. Tactics include pulling up survey stakes, tree-spiking, arson, and other methods. Most groups will claim responsibility for their actions, just as other types of terrorist groups will take responsibility for theirs. Eco-Terrorism takes an objective look at the most radical groups and their terrorist activities in the United States, including case examples and analysis of the methods and rhetoric the groups employ. Each chapter in this volume peels back the illusions of laws as instruments designed to protect the public welfare, and shows how the intersection of globalization and neoliberal democracy has stripped people of their dignity, has violated human rights, has resulted in ecological disaster, all for the singular goal of profit and in the name of so-called economic rationality. Westra demonstrates how documents like national constitutions, with its eloquent language on the rights of its citizens, are cast aside when it comes to defending those rights.
