This article reviews the contribution of economics to our understanding of wildfire and highlights remaining knowledge gaps. We first summarize economic impacts to illustrate scale and trends. We then focus on wildfire management in three phases: mitigation before fires occur, response during fires, and response after fires. The literature highlights economic interdependencies and spillover effects across fire-prone landscapes as the source of economic inefficiencies and motivation for public institutional response. The literature illustrates the complexity of this problem with its myriad threads, including the trade-offs of living in fire-prone environments, the prospects for using controlled fire and mechanical fuel removal for reducing wildfire severity, the decision-making environment that firefighters face, and the economic consequences of wildfire smoke on health. Economics provides valuable insights, but fundamental questions remain unanswered.

Book excerpt: Public wildfire management agencies are presented with a momentous responsibility: to protect life, property and infrastructure from the devastation of wildland fire, while operating at a level of expenditure justifiable to taxpayers. At a time when climate change drives more extreme fire behaviour, agencies such as Alberta Wildfire must also be prepared to respond despite uncertain budgets. This thesis contributes by offering new empirical insights on wildfire suppression through two directions. Firstly, Chapter 2 focuses on the drivers of wildfire suppression costs. An empirical model seeks to explain how costs are affected by a series of environmental factors, such as time-variant weather variables and time-invariant landscape characteristics, as well as by operational policy variables based on Alberta Wildfire's organizational capacity and priorities. Results from regression analysis and machine learning show that while policy decisions have measurable impacts on abating costs, the bulk of expenditures is driven by environmental factors. Chapter 3 studies risk aversion of Alberta Wildfire Incident Commanders (ICs). Through laboratory economic experiments, I seek to determine whether ICs, who are in a risky profession, exhibit risk preferences in laboratory experiments that are different from a control group. Results show that ICs' experiment choices are not significantly different from those of typical experimental subjects across all risk elicitation tasks. However, among their colleagues, ICs with additional operational deployment experience tend to exhibit significantly lower levels of risk aversion. Findings from this study motivate further research into wildland firefighters' risk preferences that will help decisionmakers better understand how individual risk perceptions impact resource allocation, and by extension, costs. Taken together, the novel insights generated from this thesis contribute to the multi-disciplinary field of wildfire suppression research.

Book excerpt: Annual fire management and suppression expenditures by the USDA Forest Service have dramatically increased in recent years, and exceeded $1 billion in the fire seasons of 2000, 2002, 2003, 2006, 2007, 2008, and 2009. These escalating management costs can largely be attributed to the Forest Services' efforts to protect private property in the wildland-urban interface (WUI) at the expense of other market and non-market attributes. Due to increasing development within the WUI, climate change, and excessive fuel loading from decades of successful fire suppression, it is likely that fire suppression costs will continue to rise if current wildfire management priorities are not modified. Previous economic models utilized by the Forest Service to support wildfire management decisions only accommodated market values like private structures and timber, however, new models are being developed by the Forest Service to account for various market and non-market values at risk from wildfire in order to more efficiently allocate fire management funds. The objective of this study was to derive marginal social values for several non-market attributes at risk from wildfire in Flathead County, Montana, for inclusion in wildfire management decision-support models. This was achieved by conducting a choice modeling study in Flathead County. It was found that a typical resident of Flathead County has a value for structure protection of only $0.28 per home, compared to $1.90 for a one percentage point reduction in the chance that wildfire affects their recreation opportunities, $3.23 for a one day reduction in the number of moderate smoky days, $13.36 for a one day reduction in the number of unhealthy smoky days, $13.39 for a 1,000 acre reduction of timberland burned by wildfire, and $4.52 for a 1 percentage point reduction in the number of large (greater than 5,000 acres) fires that burn on the landscape. Responses to the questionnaire also revealed that 74.3% of respondents believe that it is the responsibility of the individual homeowner, not fire management agencies, if a home burns because of a wildfire. These findings reveal that there is a small social value for private property protection in Flathead County compared to other non-market attributes, and suggest that current fire management, which places emphasis on private property protection, is not socially efficient for Flathead County.
