At the same time when many countries are just beginning to explore the possibility of developing an offshore wind industry, many other countries are experiencing what can be described as policy fatigue over supporting offshore wind. If cost reductions are not proven sustainable by the early 2020’s, then government support for offshore wind may start to erode and even completely evaporate in several key offshore wind markets – with global repercussions. This book will provide the reader with a clear picture of the current status and future challenges of the offshore wind industry globally, incorporating both a technical analysis of the cost drivers as well as a detailed analysis of policy design and economics of industry.

Notably, he argues that the true Clinton scandal lay in the administration's mismanagement of globalization—resulting in the paradox of immense domestic policy success combined with dramatic failure on the external front. Bhagwati assigns the bulk of the blame for the East Asian financial and economic crisis—a disaster that prompts him to use as his title the poet Octavio Paz's image of devastation "I met the wind of the hundred days"—to the administration's hasty push for financial liberalization in the region. The administration, Bhagwati claims, has also mishandled the freeing of trade. The administration-hosted WTO meeting in Seattle ended in chaos and the launch of a new round of multilateral trade negotiations was dashed. Bhagwati shows how the administration's failure to get Congress to renew fast-track authority can be attributed to an unimaginative response to the demands of a growing civil society. In several essays, he shows how free trade and social agendas both could have been pursued successfully if the concerns of human-rights, environmental, cultural, and labor activists had been met through creative programs at appropriate international agencies such as the International Labour Organization instead of the WTO and via trade treaties. Bhagwati also criticizes the claim that "globalization needs a human face," arguing that it already has one. He faults the administration for embracing unsubstantiated anti-globalization rhetoric that has made its own preferred option of pursuing globalization that much more difficult.

Book excerpt: “Leaning against the wind” (LAW) with a higher monetary policy interest rate may have benefits in terms of lower real debt growth and associated lower probability of a financial crisis but has costs in terms of higher unemployment and lower inflation, importantly including a higher cost of a crisis when the economy is weaker. For existing empirical estimates, costs exceed benefits by a substantial margin, even if monetary policy is nonneutral and permanently affects real debt. Somewhat surprisingly, less effective macroprudential policy and generally a credit boom, with resulting higher probability, severity, or duration of a crisis, increases costs of LAW more than benefits, thus further strengthening the strong case against LAW.

Yet the availability of their construction materials could be a potential bottleneck. As rare earth elements represent the most critical materials, Anja Brumme provides a market analysis of rare earths, ascertaining that geological scarcity is not the main problem. Instead, the author identifies four kinds of market failure: market power, co-production, by-production and negative externalities. It becomes apparent that the market for rare earth metals is in a state of severe disequilibrium. Subsequently, her estimate of future rare earth demand patterns based on the wind power industry by 2050 reveals that the current level of supply is unlikely to be sufficient in the long run. To allow for a more elaborate analysis, the author suggests two options of including a rare earth side condition in an integrated assessment model.

In the standard economic model, energy and matter are completely recycled in these transactions, and economic activity is seemingly exempt from the Second Law of Thermodynamics. As we enter the second half of the age of oil, when energy supplies and the environmental impacts of energy production and consumption are likely to constrain economic growth, this exemption should be considered illusory at best.
