The review considers raw water in naturally occurring watercourses, lakes, wetlands, soil and aquifers, taking an ecosystem function perspective at a catchment scale, and takes account of the demands from irrigated and rainfed agriculture. It is hoped that the review will have particular application to developing countries where agreed methods for reconciling competing uses are often absent, but nevertheless takes account of valuation approaches that have been made in post industrial economies.

It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.

Part I begins with a review of the up-to-date use of non-market valuation economic methods in the design and implementation of EU water policies. Part II of the book proceeds to discuss and analyze participatory and engineering tools that can facilitate the determination of efficient water resources policies and the consequent implementation of the EU WFD, using case studies of test sites from Bulgaria, Italy, Morocco and Poland. Part III of the book, brings us back to the use of economic tools and focuses on policy appraisal through social cost-benefit analyses and the choice/estimation of the socially efficient discount rate to be used in such analyses. The book concludes with specific policy recommendations for all case-studies considered in previous chapters. This work would be of most interest to water resources managers and policy makers as well as consultants working on the implementation of the WFD.
