Book excerpt: This book studies the evolution of the middle class in Russia after the fall of the Soviet Union. Using data from the RLMS (Russian Longitudinal Monitoring Survey), the volume covers the period of transition (1991-2008) during which many fundamental economic reforms were implemented. The first part of the book is devoted to a discussion of the concept of middle class and a description of the economic situation in Russia during the transition period. Particular attention is given to variations in the distribution of Russian incomes and the estimated importance of the middle class. The second part of the book focuses on the link between the middle class and income bipolarization. The third and last section of the book uses the semiparametric "mixture model" to discover how many different groups may be derived from the income distribution in Russia, as well as what the main socio-economic and demographic characteristics of those groups are. The mobility of households into and out of the middle class during the transition period is also studied in hopes of determining the factors that contribute to such mobility. Using rigorous empirical methods, this volume sheds light on a relatively unstudied economic group and provides insight for countries which are about to enter a transition period. As such, this book will be of great interest to researchers in economics and inequality as well as professionals and practitioners working with international organizations.

Serguey Braguinsky, a Russian economist with extensive international experience, and Grigory Yavlinsky, leader of the liberal "Yabloko" party and a major public figure in Russia, focus on the institutions that are critical to a successful transition and the economic incentives needed to make these institutions work. Finally, they discuss in detail the specific components of the economic processes that are necessary for economic transition in general and they draw lessons that can be applied to other nations dealing with similar transitions. In 1989, Grigory Yavlinsky became a member of the Commission for Economic Reform and wrote the groundbreaking "500 Day Plan," which outlined the first program of transition to a market economy. Two years later, he co-wrote the program of strategic cooperation between the Soviet government and the West (known as the "Grand Bargain"). Household surveys taken before and after the transition indicate that overall wage inequality nearly doubled from 1991 to 1994 and has reached a level higher than that in the United States. Returns to both measured skills (education, occupation) and unmeasured skills within groups have increased considerably. Skill premiums across experience groups, however, have become more compressed and relative wages of older workers have declined. In addition, female wages have delined relative to male wages across all percentiles of the wage distribution.

This book considers Russia's economic transition within the set of early, modern, classical, exogenous, and endogenous theories of economic growth. At the same time, this book considers the phenomenon of sustainable economic growth in the context of the post-Soviet transition. Such a contextualization allows for finding and highlighting certain features and processes within economic transition that were earlier neglected by the scholars, including primarily the possibility of not only recovering after economic and financial crises, but also initiating sustainable economic growth. Book excerpt: This chapter examines the deep relationship existent between socio-economic transformation, welfare state restructuring and happiness, in the specific context of the Russian transition, highlighting not only the psychological repercussions of the economic, political and social change that has occurred since 1989, but also its consequences for public and social policies. The chapter aims to find a response to the following key questions: What is the role of the Russian welfare state in the reduction of unhappiness? Can welfare institutions play a role at all? Or does happiness simply remains a matter confined to the private sphere of the individual? As it will be shown, the transition from communism to capitalism has affected different social groups in different ways resulting in clear winners and losers of transition. The impact to the level of happiness of citizens has, as a result, been different. Citizens who have suffered more from the restructuring of the economy (such as those who have lost their job or were employed in non-strategic state-owned enterprises) have not simply been the ones more vulnerable to poverty, income inequality and social exclusion, but are also the ones more likely to live an unhappy life. Public and social policies can, in this context, do much to increase the quality of life of Russian citizens. Firstly, public and social policies can help individuals to fulfill their personal aspirations, facilitating their entrance in the labour market. Secondly, public and social policies can help to improve the performance of the economy by increasing the human capital of the citizens, and, thus, fostering the adaptation of the individuals' obsolete skills to the new requirements of post-industrial and knowledge-based society. Thirdly, public and social policies can also play an important stabilizing function helping to consolidate the democratic institutions recently established.
