Book excerpt: This book seeks to inject fresh thinking into the debate on democratic deterioration in Central and Eastern Europe (CEE), viewing 'democratic backsliding' through the prism of a range of cases beyond Hungary and Poland, to redress the imbalance in current scholarship. Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. Contributors present less frequently considered perspectives on 'democratic backsliding' in the CEE region, such as the role of oligarchisation and wealth concentration; the potential of ethnographical approaches to democracy evaluation; the trade-offs between democratic quality and democratic stability; and the long-term interplay between social movements, state-building, and democratisation. The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The economic effects merge into politics as the role of the state is investigated. Andor examines the changes in Hungarian social, political, and economic life after the collapse of communism in Central Europe. In the early 1990s, public discourse was dominated by the enthusiastic slogans proclaiming Hungary's return to Europe. Things can only get better was the prevailing feeling surrounding the dismantling of the state socialist system and the construction of the new parliamentary democracy. From the very early years of transition, however, Hungarians faced large-scale and unexpected hardships in their changing lives which made them the most disappointed nation in Eastern Europe by 1993. In the second half of the 1990s, the policies of the Socialist-Liberal coalition, and particularly the positive developments in the enlargement process of NATO and the EU, restored the belief in a rapid and successful accession to the major Western economic and security organizations. But, as Andor indicates, the beginnings of negotiations about entry into NATO and EU will be merely the starting point of difficulties arising in both economics and politics. A thoughtful and cautious look at a changing Hungary that will be of interest to scholars, researchers, and policymakers involved with Central Europe and contemporary European politics and economics.

They argued that the surge of popular participation following democratization would thwart efforts by successor governments to enact market reforms that imposed high costs on major elements of post-Communist society. David Bartlett challenges the conventional wisdom regarding the hazards of "dual transformations": far from hindering marketization, democratization facilitated it. Bartlett argues that the transition to democracy in East Central Europe lowered the political barriers to market reforms by weakening the ability of actors most vulnerable to marketization to manipulate the existing institutional structure to stop or slow down the process. Although the analysis focuses on Hungary, whose long history of market reforms makes it an ideal vehicle for assessing the impact of institutional change on reform policy, the author shows how his findings call into question the use of "shock therapy" and arguments, based on the experience in East Asia, that economic development and democratization are incompatible.
