Book excerpt: In recent years, the spotlight of international attention on Brazil has often been in the area of logistics infrastructure—for example, on its capacity to deal with the high demand expected during the World Cup and the Olympics. However, neither competitiveness nor infrastructure concerns are new for Brazil. In the 1990s, Brazilian policy-makers adopted a series of liberalizing economic reforms that exposed the poor condition of logistics infrastructure and inadequate investment in Brazilian ports, roads, railways and airports. Over twenty years later, the implications of those reforms still colour Brazil’s prospects for development. Mahrukh Doctor’s book evaluates the political economy of reform in Brazil and the difficulty of implementing institutional modernization in the context of opposition from vested interests originating in the state and civil society. It focuses specifically on the Port Modernization Law, which aimed to augment the country's competitiveness by creating efficient and low cost ports. Based on primary research carried out over a period of twenty years using original qualitative data, Doctor’s analysis focuses on the difficulties in implementing this law and how those difficulties are symptomatic of the wider issues associated with lack of sufficient investment in infrastructure in Brazil. Using the case of the business lobby for port reform, the book examines the evolving nature of business-state relations and the process of institutional change in Brazil. Doctor particularly examines the building of consensus for reform and policy formulation in the port sector and the challenges of reform implementation and institutional modernisation. The analysis provides extensive insights and lessons related to the prospects for boosting competitiveness of Brazilian ports. The book concludes by suggesting a likely path for the evolution of corporatist institutions as well as the provision of adequate logistics infrastructure to support business success in Brazil. The book sets forth new ways of understanding why the abolition of slavery did not yield equitable fruits of citizenship, not only in Brazil, but throughout the Americas and the Caribbean. Afro-Brazilians in Sao Paulo and Salvador lived out their new freedom in ways that raise issues common to the entire Afro-Atlantic diaspora. In Sao Paulo, they initiated a vocal struggle for inclusion in the creation of the nation's first black civil rights organization and political party, and they appropriated a discriminatory identity that isolated blacks. In contrast, African identity prevaled over black identity in Salvador, where social protest was oriented toward protecting the right of cultural pluralism. Of all the eras and issues studied in Afro-Brazilian history, post-abolition social and political action has been the most neglected. Butler provides many details of this period for the first time in English and supplements published sources with original oral histories, Afro-Brazilian newspapers, and new state archival documents currently being catalogued in Bahia. Freedoms Given, Freedoms Won sets the Afro-Brazilian experience in a national context as well as situating it within the Afro-Atlantic diaspora through a series of explicit parallels, particularly with Cuba and Jamaica.

The studies in Business and the State in Developing Countries identify a range of close, collaborative relations between bureaucrats and capitalists that enhance elements of economic performance and defy conventional expectations that such relations lead ineluctably to rent-seeking, corruption, and collusion. Book excerpt: Particularly timely in light of the recent Mexican peso crisis, Mobile Capital and Latin American Development examines the causes, consequences, and implications of the Latin American capital flight of the 1980s. It addresses the increasingly mobile and privatized nature of international capital and its power to shape economic policy in those countries. Through a comparison of the policy experiences of Argentina, Brazil, Chile, Colombia, Mexico, and Venezuela, James E. Mahon finds that those countries that suffered the most capital flight had previously faced fewer structural trade problems and had not reoriented their exchange policies to diversify exports and deal with exchange-market instability. Since the countries that stumbled worst into capital flight before the debt crisis were later among the most aggressive neoliberal reformers, Mahon discusses the ways in which overseas capital served as a kind of pressure for free-market reform. Finally, the idea that internationally mobile capital now can operate as a kind of senate--an arm of the wealthy few, guarding the established order against the arbitrary, dangerous tendencies of the executive and popular chamber--is examined with relation to theories of dependency and the institutionalization of democracy.
