Download or read book City Choices written by Kenneth K. Wong and published by State University of New York Press. This book was released on 1990-07-05 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: City Choices argues that both economic concerns and political factors can be synthesized in a new framework in city policymaking. This synthesis is based on a systematic empirical study of policymaking in two large cities. Using numerous governmental documents and conducting extensive interviews with local, state, and federal officials, the author examines how the two cities have implemented both federal redistributive and development programs in education and housing. The author uses three models in explaining city choices: "economic constraint"; "clientele participation"; and "institutional diversity" and concludes by offering his "political choice" perspective, which identifies specific sets of local political forces that are likely to alter the city's rational choices in development and redistributive issues.

Download or read book Black Baltimore written by Harold Mcdougall and published by Temple University Press. This book was released on 1993-12-21 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: Through extensive neighborhood interviews and a compelling assessment of the problems of unraveling communities in urban America, Harold McDougall reveals how, in sections of Baltimore, a "New Community" is developing. Relying more on vernacular culture, personal networking, and mutual support than on private wealth or public subsidy, the communities of black Baltimore provide an example of self-help and civic action that could and should be occurring in other inner-city areas. In this political history of Old West Baltimore, McDougall describes how "base communities"—small peer groups that share similar views, circumstances, and objectives—have helped neighborhoods respond to the failure of both government and the market to create conditions for a decent quality of life for all. Arguing for the primacy of church leadership within the black community, the author describes how these small, flexible groups are creating the foundation of what he calls a New Community, where community-spirited organizers, clergy, public interest advocates, business people, and government workers interact and build relationships through which Baltimore's urban agenda is being developed.

Download or read book The Path to Successful Community School Policy Adoption written by Emily Lubin Woods and published by Taylor & Francis. This book was released on 2022-07-13 with total page 145 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on rich case studies of Baltimore City and Boston, this volume identifies policy factors and processes critical to the successful district-wide adoption of community schools. By applying the Multiple Streams Model (Kingdon) to comparative analysis of policy determination and the narratives of local stakeholders across a 16-year period, chapters illustrate the role of federal legislation, funding, and buy-in from coalitions, community leaders, and local advocates in ensuring policy adoption in Baltimore City. In contrast, Boston’s more limited reforms are explained in light of local challenges and hindering dynamics. Ultimately, the volume offers key recommendations for stakeholders to drive successful policy uptake in urban school districts. Offering a new analysis of policy for community schools, this volume will be of interest to students, scholars, and researchers with an interest in school reform, as well as urban education.
