Book excerpt: Consequently, State and provincial governments in the US and Canada have enacted a plethora of new planning legislation, amendments to existing statutes, regulations and policies purported to provide more direction and order to growth and changes in land use and to better protect natural environments, environmental quality and heritage parks and farm lands from conversion and degradation. [...] Key participants and stakeholders concerned with land use issues and markets and the economic incentive structures facing them are enumerated and discussed in Chapter 3. The "Development Industry" consists of firms and businesses directly involved in assembling and preparing lands for development projects as well as the construction of residential and non-residential structures and the suppliers o [...] Issues, data and information surrounding the financing of municipal infrastructure and service costs of growth and urbanization are presented in Chapter 6. In particular, the degree to which builders and owners of new residential and commercial properties pay their fair share of the costs of municipal infrastructure and other services is assessed to the extent permitted by available data. [...] Although 11 the losses of agricultural land to urban uses in Ontario and elsewhere appear to be small, in some regions such as the lands around Toronto and in the Niagara peninsula, loss of urbanization of agricultural land reduces the supply of land for specialty crops such as grapes and soft fruits. [...] However, these new laws and updates to the Provincial Policy Statement on land uses have incorporated special provisions, exemptions and technical language that protect the interests and incomes of the largest developers and their closest allies and allows for the perpetuation of sprawl development patterns.

The conversion of farmland to urban and other uses is discussed, as are the issues raised by the reports of the Ontario Planning Act Review Committee and the Federal/Provincial Task Force on the Supply and Price of Serviced Residential Land and the province's Green Paper on Planning for Agriculture. The authors criticize the government's failure to conduct cost-benefit studies before setting up planning programs and show that there is little factual basis for recent alarm over the disappearance of farmland. Data gathered here for the first time show that the conversion of agricultural land to built-up urban use and non-farm rural residential use in Ontario has been taking place quite slowly in view of the rate of productivity increase in agriculture, the stock of agricultural land, and the decline in the acreage of census farms. Economists will find in this book a useful survey of recent trends and policies. Planners, policy-makers, and students will welcome this detailed case study of how economic analysis ought to be used in formulating land use policies.

Book excerpt: Most new urban growth takes place in the suburbs; consequently, infrastructures are in a constant state of playing catch-up, creating repeated infrastructure crises in these peripheries. However, the push to address the tensions stemming from this rapid growth also allow the suburbs to be a major source of urban innovation. Taking a critical social science perspective to identify political, economic, social, and environmental issues related to suburban infrastructures, this book highlights the similarities and differences between suburban infrastructure conditions encountered in the Global North and Global South. Adopting an international approach grounded in case studies from three continents, this book discusses infrastructure issues within different suburban and societal contexts: low-density infrastructure-rich Global North suburban areas, rapidly developing Chinese suburbs, and the deeply socially stratified suburbs of poor Global South countries. Despite stark differences between types of suburbs, there are features common to all suburban areas irrespective of their location, and similarities in the infrastructure issues confronting these different categories of suburbs.

Book excerpt: The paper examines the reasons for, and the effects of, the rate ofconsumption of good agricultural land by urban development in the economicheartland between Windsor and Quebec City. While population growth ratesare falling, the rate of expansion of urban areas continues to increase, but more slowly than in the recent past. The heartland is contracting tocentral and southwestern Ontario, where the loss of agricultural land isincreasingly pronounced. The paper predicts that more than one million haof Canada's best agricultural land will be consumed by urban developmentbetween 1970 and 2001. It proposes specific improvements to the currentmethods of monitoring land use and a model for a more prudent operation ofthe land market.
