Public health advocates argue that bans are necessary because non-smokers need protection from second-hand smoke. Advocates also claim that bans do not exert harm on owners because of a vast empirical literature showing that restaurants and bars in the United States never suffer harm following bans. This paper examines whether these claims are true by developing a model within the Coasian framework whereby owners of businesses have incentives to deal with smoking disputes between smokers and non-smokers. Our model demonstrates that it is incorrect to argue that smoking bans are necessary because the private market has no method of attempting to solve smoking problems. It also predicts that bans exert different effects on different businesses: some will be unaffected while others will experience losses or gains. Our literature review reveals that predictions of differential effects are consistent with the empirical evidence.

Book excerpt: Data suggest that exposure to secondhand smoke can result in heart disease in nonsmoking adults. Recently, progress has been made in reducing involuntary exposure to secondhand smoke through legislation banning smoking in workplaces, restaurants, and other public places. The effect of legislation to ban smoking and its effects on the cardiovascular health of nonsmoking adults, however, remains a question. Secondhand Smoke Exposure and Cardiovascular Effects reviews available scientific literature to assess the relationship between secondhand smoke exposure and acute coronary events. The authors, experts in secondhand smoke exposure and toxicology, clinical cardiology, epidemiology, and statistics, find that there is about a 25 to 30 percent increase in the risk of coronary heart disease from exposure to secondhand smoke. Their findings agree with the 2006 Surgeon General's Report conclusion that there are increased risks of coronary heart disease morbidity and mortality among men and women exposed to secondhand smoke. However, the authors note that the evidence for determining the magnitude of the relationship between chronic secondhand smoke exposure and coronary heart disease is not very strong. Public health professionals will rely upon Secondhand Smoke Exposure and Cardiovascular Effects for its survey of critical epidemiological studies on the effects of smoking bans and evidence of links between secondhand smoke exposure and cardiovascular events, as well as its findings and recommendations.

This question is answered through analyzing the primary data collected from a survey conducted with a simple random sample of 194 Lebanese citizens above 18 years old. SPSS statistical package was used to conduct a descriptive statistical analysis including cross tabulation. As a conclusion, the main results showed that smoking ban will have a positive economic effect on restaurants and bars (i.e. an increase in their revenues due to the increase in the number of visits after the ban).

They have increased tobacco tax rates, extended "clean air" laws, and mounted dramatic antismoking campaigns. Yet tobacco use remains high among Americans, prompting many health professionals to seek bolder measures to reduce smoking rates, which has raised concerns about the social and economic consequences of these measures. Retail and hospitality businesses worry smoking bans and excise taxes will reduce profit, and with tobacco farming and cigarette manufacturing concentrated in southeastern states, policymakers fear the decline of regional economies. Such concerns are not necessarily unfounded, though until now, no comprehensive survey has responded to these beliefs by capturing the impact of tobacco control across the nation. Book excerpt: We examine an untested hypothesis that posits that null results in early studies examining the economic impacts of smoking bans were driven by sample selection. Early adopters could better absorb the shock of bans, but among worse selected late adopters bans would adversely impact bars and restaurants. We exploit variation in the timing of ban institution among Texas municipalities and track their impact over time. We find similar adjustments trajectories between late and early adopters, but late adopters appear unaffected by bans in the long-term. Consistent with earlier studies, bans do not significantly affect bar and restaurant sales or establishment level alcohol tax expenditures.

Book excerpt: Governments implemented bar and restaurant smoking bans to target smoking-related externalities, but these bans may also affect drinking. This paper studies smoking bans' effects on alcohol consumption and smoking behavior. I estimate a difference-in-differences model that exploits spatial and temporal variation in smoking bans. Bans result in a 1-drink-per-month (5%) increase in intensive-margin alcohol consumption, driven by changes in bar and restaurant consumption. I find no economically meaningful effects on extensive-margin smoking. These results imply that smoking bans lead to unintended consequences in the form of increased alcohol consumption.

And the results are someway surprising. Chapter two clarifies the theoretical framework of developing and conducting telephone surveys by stating guidelines that have to be followed, describing the telephone survey process and mentioning general advantages and disadvantages of this primary research method. Essay One explores the link between cigarette excise taxes, state fiscal considerations, and attitudes towards smoking. Do legislatures use cigarette taxes only to generate revenue or also as a policy tool to control smoking? The paper shows that the level of cigarette excise tax does not seem to be related to anti-smoking sentiment. Signing the Master Settlement Agreement by the states and major tobacco firms seems to have been an impetus for states to raise cigarette taxes. States that enacted smoking ban legislation over the sample period were also more likely to turn to cigarette excise taxes in times of fiscal stress. In Essay Two, the effects of complete smoking bans in restaurants and bars on the prevalence and intensity of smoking are examined. The results of the paper suggest that complete smoking bans have little impact on the prevalence of smoking and have a mixed impact on the intensity of cigarette consumption. While complete bar bans do reduce the number of cigarettes smoked, complete restaurant bans increase the average number of cigarettes smoked. Essay Three uses micro-data at the household level to examine the effect that complete restaurant smoking bans have on the household's dining out expenditures.
