Book excerpt: This book concerns EU Cohesion Policy and the economic convergence of underdeveloped regions in Italy and Spain from the first programming period to the present: it investigates the political and institutional factors that determine the success or failure of implementing EU Cohesion Policy at national and sub-national level, as well as their impact on economic growth. On the wave of the American tradition of development studies, this book suggests that public policy analysis can be fruitful for understanding economic growth and cohesion, if it were to reconstruct domestic public interventions for development and the institutional characteristics of the subjects responsible for pursuing development goals. To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process of economic development should display. More precisely, by adopting an Hirschmanian approach to development, it elaborates an original framework to compare different Cohesion Policy implementations and to understand its economic results in different countries, using Italy and Spain as pilot studies.

The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Slum-dwellers now number a billion, but the rush to cities continues. Globalization is believed to benefit many, but not the billion people living in lagging areas of developing nations. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. Book excerpt: This book demonstrates that twentieth century social stratification and the distribution of political and economic power in Italy cannot be properly understood without carefully analyzing the historical dynamics of the development of Italian society. This analysis is also needed to explain the woeful economic, and governmental and administrative performance of the strata that finally reached the levers of power. The Italian society and social and political system are in a crisis: development is uneven and the bureaucratic structures are in shambles. The roots of this crisis lie in the endemic underdevelopment typical of the second half of the nineteenth century. Clearly, they cannot be attributed to the historic failures of Fascism, Democracy, Catholicism or Marxism in Italy, but they are the outcome of a long history of underdevelopment followed by extremely uneven regional evolution leading to tremendous cleavages between ultra-modern and utterly antiquated phenomena, the juxtaposition of flexibility and rigidity, of optimistic enthusiasm and hidebound traditionalism, of extreme wealth and abysmal poverty, of high and low levels of earnings, and of a maladjusted, ill-functioning, uneasy combination of agricultural, industrial, and post-industrial society. All this is aggravated by the crisis in the church and by the North-South situation in which many millions of people have migrated from the South to the North, and by the ensuing struggle between a mass of lumpen proletarians and proletarian immigrants from the South, who are exploited as a work force for the industrial development of the North.

Book excerpt: In September 1977 a 'Regional Science Symposium' was held at the Faculty of Economics of the University of Groningen in the Netherlands. Organized because of the recent establishment at the Faculty of Economics of a group that is engaged in teaching and research in the field of regional science, the aim of the symposium was to make university members more familiar with regional science and to introduce the newly created group to the national and international scene. Two separate topics were selected, of potential interest to both re searchers and policy-makers. The first, spatial inequalities and regional development, was chosen because of its central place in regional science. Authors from several disciplines were asked to approach this theme from a general, policy orientated point of view. This ensured the enlightenment of the various dimensions of spatial inequality and its implications for regional policy. The results have been collected in the volume Spatial Inequalities and Regional Development. The second theme focused on spatial statistical analysis. This branch of statistics is a relatively new one which receives growing attention among researchers in the field of applied regional science. The meeting on this topic concentrated on new results of research on the use of appro priate statistical and econometric methods for analyzing spatial data. The papers concerned have been collected into another volume, Explora tory and Explanatory Statistical Analysis of Spatial Data.
