Very little research has thus far been disseminated in the field of economics on the contributions of Afro-Latinxs regarding income and wealth, labor market status, occupational mobility, and educational attainment. On the other hand, cultural studies, literary criticism, and social science fields have produced more research on Afro-Latinxs; the discipline of economics is, thus, significantly behind the curve in exploring the economic dimensions of this group. While the Afro-Latinx community constitutes a comparatively small segment of the U.S. population, and is often viewed as the nexus between two of the country’s largest minority groups—African Americans and Latinxs, who comprise 13 percent and 17 percent, respectively, of the U.S. population—Holder and Aja outline how the group’s unique economic position is different than non-black Latinxs. Despite possessing higher levels of education relative to the Latinx community as a whole, U.S. Afro-Latinxs do not experience expected returns in income and earnings, underscoring the role anti-Blackness plays in everyday life regardless of ancestral origin. The goal of this book is to provide a foundation in the economic dimensions of Afro-Latinxs in the U.S. which can be used to both complement and supplement research conducted on this group in other major disciplines. “

Technological modernization has gone hand-in-hand with the reshaping of old identities and the emergence of new ones. The transformation of Latin America has been shaped by social movements and political conflicts. The neoliberal model that dominated the first stage of the transformation induced widespread inequality and poverty, and triggered social explosions that led to its own collapse. A new model, neo-developmentalism, emerged from these crises as national populist movements were elected to government in several countries. The more the state intervened in the economy, the more it became vulnerable to corruption, until the rampant criminal economy came to penetrate state institutions. Upper middle classes defending their privileges and citizens indignant because of corruption of the political elites revolted against the new regimes, undermining the model of neo-developmentalism. In the midst of political disaffection and public despair, new social movements, women, youth, indigenous people, workers, peasants, opened up avenues of hope against the background of darkness invading the continent. This book, written by two leading scholars of Latin America, provides a comprehensive and up-do-date account of the new Latin America that is in the process of taking shape today. Book excerpt: Ethnic and racial gaps in economic outcomes, labor opportunities and access to basic services, such as education and health remain a challenge throughout Latin America. Taxes and public spending are two effective tools governments have at their disposal to help close these gaps. However, fiscal policy tools are underutilized to reduce inequality in Latin America as compared to developed (OECD member) economies. This is one of the first studies disaggregated by ethnicity and race to analyze patterns of government spending and taxation, and is focused on five countries: Bolivia, Brazil, Guatemala, Mexico and Uruguay. The study finds that taxes and spending are mostly colorblind in all countries, and therefore do relatively little to reduce pre-existing gaps in poverty across ethnic and racial lines. Moreover, the study observes that direct (income) taxes and direct transfers, such as conditional cash transfer programs, along with education (primary and secondary) and health services, are mostly progressive in ethno-racial terms. Meaning Afro-descendants and indigenous peoples receive more of the benefits -and bare less of the costs- compared to their share of the population. Whereas, indirect (sales) taxes, subsidies, tertiary education spending (apart from Brazil), and pension programs are far less progressive, and can be even regressive in ethno-racial terms. Meaning Afro-descendants and indigenous peoples pay more than their share. The negative distributional effects for education and pension programs are related to lower access to education and formal labor market opportunities for indigenous peoples and Afro-descendants in the countries analyzed.

North American scholars of race relations frequently turn to Brazil for comparisons, since its history has many key similarities to that of the United States. Brazilians have commonly compared themselves with North Americans, and have traditionally argued that race relations in Brazil are far more harmonious because the country encourages race mixture rather than formal or informal segregation. More recently, however, scholars have challenged this national myth, seeking to show that race relations are characterized by exclusion, not inclusion, and that fair-skinned Brazilians continue to be privileged and hold a disproportionate share of wealth and power. In this sociological and demographic study, Edward Telles seeks to understand the reality of race in Brazil and how well it squares with these traditional and revisionist views of race relations. He shows that both schools have it partly right--that there is far more miscegenation in Brazil than in the United States--but that exclusion remains a serious problem. He blends his demographic analysis with ethnographic fieldwork, history, and political theory to try to "understand" the enigma of Brazilian race relations--how inclusiveness can coexist with exclusiveness. The book also seeks to understand some of the political pathologies of buying too readily into unexamined ideas about race relations. In the end, Telles contends, the traditional myth that Brazil had harmonious race relations compared with the United States encouraged the government to do almost nothing to address its shortcomings.
