Six of the world's fastest-growing economies in the first decade of this century were African. Yet only in Ethiopia and Rwanda was growth not based on resources and the rising price of oil. Deindustrialization has yet to be reversed, and progress toward creating a modern economy remains limited. Its starting point is the striking variation in African economic performance. Unevenness and inequalities form a central fact of African economic experiences. The authors highlight not only differences between countries, but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, neo-natal mortality and school dropout have been reduced, particularly for some classes of women in some areas of Africa. Horticultural and agribusiness exports have grown far more rapidly in some countries than in others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other policy experiences, and escaping the ties of structure, and the legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but it does pay close attention to the results of policy in more industrialized parts of the world. Seeing the contradictions of capitalism for what they are - fundamental and enduring - may help policy officials protect themselves against the misleading idea that development can be expected to be a smooth, linear process, or that it would be were certain impediments suddenly removed. The authors criticize a wide range of orthodox and heterodox economists, especially for their cavalier attitude to evidence. Drawing on their own decades of research and policy experience, they combine careful use of available evidence from a range of African countries with political economy insights (mainly derived from Kalecki, Kaldor and Hischman) to make the policy case for specific types of public sector investment"--

For most Africans, incomes are lower than they were two decades ago, health prospects are poorer, malnourishment is widespread, and infrastructures and social institutions are breaking down. An array of factors have been offered to explain the apparent failure of development in Africa, including the colonial legacy, social pluralism, corruption, poor planning and incompetent management, limited in-flow of foreign capital, and low levels of saving and investment. Alone or in combination, these factors are serious impediments to development, but Claude Ake contends that the problem is not that development has failed, but that it was never really on the agenda. He maintains that political conditions in Africa are the greatest impediment to development. In this book, Ake traces the evolution and failure of development policies, including the IMF stabilization programs that have dominated international efforts. He identifies the root causes of the problem in the authoritarian political structure of the African states derived from the previous colonial entities. Ake sketches the alternatives that are struggling to emerge from calamitous failure--economic development based on traditional agriculture, political development based on the decentralization of power, and reliance on indigenous communities that have been providing some measure of refuge from the coercive power of the central state. Ake's argument may become a new paradigm for development in Africa.

Book excerpt: The overarching economic issue in Sub-Sahara Africa (SSA) today is to ensure a broad-based growth that lifts millions of Africans out of poverty. African countries are therefore consistently compared with high growth Asian countries such as Malaysia and South Korea which were at similar levels of economic growth as African countries for barely five decades ago. But while the Asian continent now enjoys the accolade of "economic miracle," the African situation is usually described by such adjectives as "disaster" and "tragedy" due to decades of non-growth experienced by nearly all SSA countries (Akyuz and Gore 2001). The search for growth sustaining economic policies for Africa is therefore as urgent today as it was half a century ago when the torchlight of de-colonilisation was set ablaze in Ghana. The contributions from these papers suggest that the social dimension of economics requires a greater attention, if we are to find a more sustaining growth strategy for Africa. Several scholars have attributed the remarkable growth in Asian countries to their underlying cultural values and effective use of social capital derived from their networks of social relations. According to these studies the Asian people tend to have a strong sense of collective social obligation - i.e. an obligation to fulfil their individual needs without jeopardising the chances of others to fulfil theirs or the entire community to survive and progress (Biggart and Hamilton 1992; Whitley 1992, 1994).

The results indicate that (i) an increase in private investment has a relatively large positive impact on per capita growth; (ii) growth is stimulated by public policies that lower the budget deficit in relation to GDP (without reducing government investment), reduce the rate of inflation, maintain external competitiveness, promote structural reforms, encourage human capital development, and slow population growth; and (iii) convergence of per capita income occurs after controlling for human capital development and public policies.

Eight recognized Regional Economic Communities (REC) are supposed to form the building blocs of the AEC. The book shows that the Southern African Development Community (SADC) is currently the most advanced and promising REC but still behind schedule in reaching its own integration objectives. If the currently most successful of the African RECs may not achieve sufficiently deep regional integration in time then the chances to establish the AEC by 2034 are slim indeed. Combining economic and political analysis the author examines SADC, its achievements and potential in detail. Special reference is given to the impact of the Zimbabwe crisis on regional integration.
