This book was released on 2019-07-15 with total page 299 pages. Available in PDF, EPUB and Kindle. Book excerpt: The "livable city," the "creative city," and more recently the "pop-up city" have become pervasive monikers that identify a new type of urbanism that has sprung up globally, produced and managed by the business improvement district and known colloquially by its acronym, BID. With this case study, Susanna F. Schaller draws on more than fifteen years of research to present a direct, focused engagement with both the planning history that shaped Washington, D.C.'s landscape and the intricacies of everyday life, politics, and planning practice as they relate to BIDs. Schaller offers a critical unpacking of the BID ethos, which draws on the language of economic liberalism (individual choice, civic engagement, localism, and grassroots development), to portray itself as color blind, democratic, and equitable. Schaller reveals the contradictions embedded in the BID model. For the last thirty years, BID advocates have engaged in effective and persuasive storytelling; as a result, many policy makers and planners perpetuate the BID narrative without examining the institution and the inequities it has wrought. Schaller sheds light on these oversights, thus fostering a critical discussion of BIDs and their collective influence on future urban landscapes.

Download or read book Improving Tax Increment Financing TIF for Economic Development written by David Merriman and published by . This book was released on 2018-09-05 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economist David Merriman of the University of Illinois at Chicago reviews more than 30 individual studies in the most comprehensive assessment of tax increment financing (TIF) with practical recommendations for policy makers and practitioners. The report finds that while TIF has the potential to draw investment into neglected places, it has not accomplished the goal of promoting economic development in most cases. First implemented in the 1950s, TIF funds economic development within a defined district by earmarking increases in future property tax revenues that result from increases in real estate values in the district. The tax revenue can be used for public infrastructure or to compensate private developers for their investments, but TIF is prone to several pitfalls: it often captures some revenues that would have been generated through normal appreciation in property values, it can be exploited by cities to obtain revenues that would otherwise go to overlying government entities such as school districts, and it can make cities' financial decisions less transparent by separating them from the normal budget process. The report recommends several ways that state and local policy makers can reform TIF practices going forward.
Download or read book From Industrial Districts to Local Development written by Giacomo Becattini and published by Edward Elgar Publishing. This book was released on 2003 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: From Industrial Districts to Local Development introduces a set of papers representing the main contribution of the 'Florence school' to the recent literature on industrial districts. The authors illustrate that the revitalisation of the concept of industrial districts, returning to Alfred Marshall's nineteenth-century writings, is rooted in an unconventional interpretation of the economic development of Tuscany after the Second World War. Models of industrial organisation and empirical investigation of industrial tendencies are featured, and Alfred Marshall's concepts of the advantages of the geographical agglomeration of specialised small firms in industrial districts are reintroduced. The authors extend the analysis of purely economic effects of agglomeration, including social, cultural and institutional foundations of local development, and current case studies are presented. This book will appeal to scholars, lecturers and researchers focusing on industrial economics, development economics and economic geography. Its references to Italian political experiences will also be of interest to policymakers in both developed and developing countries.
