What factors account for different economic performance among states that are vulnerable to external shocks, crony capitalism, and political instability? This book argues that the answer lies in the structuring of state power, specifically the way different sets of governing elites – political leaders and economic technocrats – are embedded in political organisations and state institutions, and the way these elites relate to each other in the economic development policy process. Conducting a comparative historical analysis of Thailand and the Philippines, the book argues that the institutional settings of governing elites influence economic outcomes. In Thailand, political power traditionally connects to state institutions in ways that has limited the impact of political turnovers and global downturns - conducive to long-term industrial activities. In contrast, Philippine state power derives from family networks that merge social and political power, suited to fast-moving, short-term commercial interests. In focusing on this political and institutional story, the author analyses the current development dilemmas of countries, weighed down by historical legacies of unstable regimes, dependency, and social conflict, and how they are likely to develop in the future.

In these eight countries real per capita GDP rose twice as fast as in any other regional grouping between 1965 and 1990. Even more impressive is their simultaneous significant reduction in poverty and income inequality. Their success is frequently attributed to economic policies, but the authors of this book argue that those economic policies would not have worked unless the leaders of the countries made them credible to their business communities and citizens. Jose Edgardo Campos and Hilton Root challenge the popular belief that East Asia's high performers grew rapidly because they were ruled by authoritarian leaders. They show that these leaders had to collaborate with various sectors of their population to create an environment that was conducive to sustained growth. This required them to persuade the business community that their investments would not be expropriated and to convince the broader population that their short-term sacrifices would be rewarded in the future. Many of the countries achieved business cooperation by creating consultative groups, which the authors call deliberation councils, to enhance accountability and stability. They also obtained popular support through a variety of wealth-sharing measures such as land reform, worker cooperatives, and wider access to education. Finally, to inhibit favoritism and corruption that would benefit narrow interest groups at the expense of broad-based development, these countries' leaders constructed a competent bureaucracy that balanced autonomy with accountability to serve all interests, including the poor. This important book provides useful lessons about how developing and newly industrialized countries can build institutions to implement growth-promoting policies.

How to overcome ASEAN's internal organization conflicts leading to oscillation through structural dynamics is also discussed. This section concludes by presenting a general overview of ASEAN's role in dealing with regional conflict through preventive diplomacy and possibly peace-building. Part II concentrates on socio-economic development and trade, providing an overview of socio-economic development in the region, as well as some important intra-regional trade barriers. It applies structural dynamics to the problem of economic and trade oscillation in ASEAN. Based on ASEAN's official goal of creating a socio-cultural community, Part III of the book tackles the structural conflicts present due to the region's diverse socio-cultural makeup. The complementary processes of avoidance and consensus building are presented as the central mechanisms through which ASEAN can construct shared norms and thus overcome inherent organizational conflicts. Part IV presents general conclusions and proposes possible future directions for further research. It puts Southeast Asia in the context of the international trade that stretched from Rome to China and draws upon a wide range of recent scholarship in history and the social sciences to redefine the role that this trade played in the evolution of the classical states of Southeast Asia. By examining the sources of Southeast Asia's classical era with the tools of modern economic history, the author shows that well-developed socioeconomic and political networks existed in Southeast Asia before significant foreign economic penetration took place. With the growth of interest in Southeast Asian commodities and the refocusing of the major East-West commercial routes through the region during the early centuries of the Christian era, internal conditions within Southeast Asia adjusted to accommodate increased external contacts. Hall takes the view that Southeast Asia's response to international trade was a reflection of preexisting patterns of trade and statecraft. In the forty years since Coede's monumental work The Indianized States of Southeast Asia was published, a great deal of archaeological and epigraphical work has been done and new interpretations advanced. By integrating new theoretical constructs, recent archaeological finds and interpretations, and his own informed reading and research, Kenneth R. Hall puts his historical narrative on a large canvas and treats areas not previously brought together for discussion along comparative lines. Like Coedes' work, his book will be important as a basic text for the teaching of early Southeast Asian history.

These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. In this revelatory investigation of the true impact of globalization, Yale Law School professor Amy Chua explains why many developing countries are in fact consumed by ethnic violence after adopting free market democracy. Chua shows how in non-Western countries around the globe, free markets have concentrated starkly disproportionate wealth in the hands of a resented ethnic minority. These “market-dominant minorities” – Chinese in Southeast Asia, Croatians in the former Yugoslavia, whites in Latin America and South Africa, Indians in East Africa, Lebanese in West Africa, Jews in post-communist Russia – become objects of violent hatred. At the same time, democracy empowers the impoverished majority, unleashing ethnic demagoguery, confiscation, and sometimes genocidal revenge. She also argues that the United States has become the world’s most visible market-dominant minority, a fact that helps explain the rising tide of anti-Americanism around the world. Chua is a friend of globalization, but she urges us to find ways to spread its benefits and curb its most destructive aspects.

This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.
