The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves-they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains-including those in child welfare, economic support, criminal justice, education, and health care systems-and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. New Directions in Child Abuse and Neglect Research identifies four areas to look to in developing a coordinated research enterprise: a national strategic plan, a national surveillance system, a new generation of researchers, and changes in the federal and state programmatic and policy response.

The definitions and data elements are intended to promote and improve consistency of child maltreatment surveillance for public health practices. It is designed to be used by state and local health department staff to assist in and provide a framework for the collection of public health surveillance data on child maltreatment. The definitions included in the document draw upon definitions that are currently in use in the literature and were adapted in collaboration with a panel of experts on child maltreatment and public health surveillance. The definitions and data elements are designed be flexible tools for developing an ongoing surveillance system. Agencies that use the document can modify data elements to fit their system. This document is the third in a series of Uniform Definitions and Recommended Data Elements which includes: Intimate Partner Violence Surveillance: Uniform Definitions and Recommended Data Elements and Sexual Violence Surveillance: Uniform Definitions and Recommended Data Elements.

The complexity of the problem implies not only the clinical manifestations (physical, sexual and psychological abuses and neglect), but also the social component (social determinants for health) as well as the judicial implication. This makes the suspicion, diagnosis, comprehensive care of each case, the physical and emotional rehabilitation of each patient, and the strategies for the prevention of this phenomenon very difficult. Undoubtedly, child abuse is fraught with enormous emotional and economic loads for the child, the family and society.In the light of the abovementioned facts, the propositions in this book lie in the presentation and development of the most frequent and known modalities of child abuse. These modalities include physical, sexual and psychological abuses and neglect, as well as other forms like fetal abuse, ethnic maltreatment, abuse among peers, bullying, and parental alienation among others that are little known or barely considered; hence, these latter issues are not frequently seen by physicians, nurses, social workers, psychologists, lawyers, etc. In addition, some preventive programs that have been successful as viable strategies in many countries of the world are proposed.The aim of this book is to give a wide vision on the knowledge concerning child abuse, based on the analysis of behaviors and attitudes and revising some new strategies ensuing from information furnished by research works. Book excerpt: Although a huge literature spanning several disciplines documents an association between poverty and child abuse, researchers have not found persuasive evidence that economic downturns increase abuse, despite their impacts on family income. In this paper, we address this seeming contradiction. Using county-level child abuse data spanning 1996 to 2009 from the California Department of Justice, we estimate the extent to which a county's reported abuse rate diverges from its trend when its economic conditions diverge from trend, controlling for statewide annual shocks. The results of this analysis indicate that overall measures of economic conditions are not strongly related to rates of abuse. However, focusing on overall measures of economic conditions masks strong opposing effects of economic conditions facing males and females: male layoffs increase rates of abuse whereas female layoffs reduce rates of abuse. These results are consistent with a theoretical framework that builds on family-time-use models and emphasizes differential risks of abuse associated with a child's time spent with different caregivers.
