Book Donor Coordination of Economic Assistance to Eastern Europe

Download or read book Donor Coordination of Economic Assistance to Eastern Europe written by Gerrit Stratmann and published by LIT Verlag Münster. This book was released on 2000 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: A major restriction to Western aid efforts has been a lack of coordination. This book delves into the determinants of successful cooperation between bi- and multilateral donor agencies at the example of Western aid to Eastern Europe in the period from 1990 to 1996. In raising the assumption that networking between international organizations cannot be stimulated by appealing to norm-oriented behavior but is contingent upon the existence of common interests, the idealist view of international relations is seriously challenged. Comparing different assistance sectors - energy, telecoms, mass privatization, agriculture, statistics, central banking, environment and education - it is shown that donor coordination is a form of collective action initiated by donors in response to sectoral market failure which is perceived as significant because it threatens the non-attainment of basic goals or inflicts own projects with high costs or risks.

Book EU Financial Assistance to the Western Balkans

Download or read book EU Financial Assistance to the Western Balkans written by Heidrun Ferrari and published by . This book was released on 2010 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1990s, the European Union (EU) has been the largest donor to the countries of the Western Balkans -- Albania, Bosnia and Herzegovina (BiH), Croatia, Macedonia, Montenegro, Serbia and Kosovo. Since the late 1990s, the main focus of this engagement has been ensuring political and economic stabilization and the consolidation of democracy and civil society in the region. The need to address the needs and priorities of minority groups was early on identified as a key component in the process of ensuring long-term democratic stabilization. But as this study shows, despite this commitment, neither the CARDS nor the IPA development programme have succeeded in consistently addressing minority issues and supporting civil society organizations (CSOs) representing minority issues, or in having a profound, positive impact on the lives of marginalized minority groups in the region. This study provides a minority-rights focused assessment of the EU's principal development programmes for engagement in the region -- the Community Assistance for Reconstruction, Development and Stabilisation (CARDS) programme (which ran from 2002 until 2006) and the current Instrument for Pre-Accession Assistance (IPA) programme. Drawing on policy and programme documents, as well as material collected by partner organizations in the region during workshops and interviews with minority CSOs, the report assesses the extent to which minority inclusion and protection forms a part of the current IPA strategy and programming, looking particularly at minority participation in public life, access to education and access to employment.

Book European Welfare State Constitutions after the Financial Crisis

Download or read book European Welfare State Constitutions after the Financial Crisis written by Ulrich Becker and published by Oxford University Press. This book was released on 2020-11-25 with total page 401 pages. Available in PDF, EPUB and Kindle. Book excerpt: Hit by the European financial and economic crisis in 2008, several Member States of the European Monetary Union (EMU) were unable to refinance their public debt through the financial markets. As a result, they asked for financial assistance from international institutions and European financial assistance mechanisms. That assistance often came at a high price for citizens, cuts in pensions and social assistance, and controversial reforms in public healthcare. These far-reaching reforms were, in many cases, experienced as violations of people's human rights. National constitutional courts, the Court of Justice of the EU, and the European Court of Human Rights issued a series of rulings on the conformity of the reforms in social protection initiated during the Eurozone crisis. This book offers a holistic analysis of the specific reforms in social protection introduced during the European financial crisis and their implications for constitutional law. Focusing on the social reforms of nine European countries that were greatly affected by the financial crisis, the volume seeks to address the legacy of the financial crisis on the application of constitutional law and the welfare state. The book will act as a helpful tool to legal academics interested in the challenges of constitutional and social law initiated by financial assistance conditionality, to advocates in quest of sound legal bases for the protection of individuals affected by social security reforms, and to national and international judges who are confronted with cases that question the legality and legitimacy of the crisis-related reforms.

Download or read book Eastern Europe written by U S Government Accountability Office (G and published by BiblioGov. This book was released on 2013-07 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: GAO provided information on the status of U.S. economic assistance to eastern Europe, focusing on: (1) program elements and the earmarking of funds under the Support for East European Democracy Act of 1989 (SEED); and (2) U.S. objectives and coordination of assistance. GAO found that the Department of State was concerned over congressional earmarking of SEED funds for specific programs or projects in Poland and Hungary, since the: (1) congressional allocation of some training funds did not serve U.S. government policy interests; (2) heavy emphasis on assistance to the private sector hampered program effectiveness and limited the ability to work with the host government public sectors; and (3) earmarks prevented the United States from responding to quickly changing circumstances in Eastern Europe. GAO also found that: (1) other U.S. agencies reported that neither the international donor community nor the host governments set economic assistance priorities; (2) Hungarian officials did not clearly identify the type and amount of assistance it needed; (3) donors provided uncoordinated technical assistance that could be duplicative, overlapping, or conflicting; (4) the United States stated that, if the host governments failed to set their own priorities, the U.S. government will go ahead with its priorities; (5) the U.S. objectives in eastern Europe included political pluralism, economic reform, enhanced respect for human rights, and friendly relations with the United States; and (6) the implementing agencies were critical of the Agency for International Development's attempts to exercise management authority over projects it was not implementing.
