This volume offers an analytical and practical guide to policies that can help the region move to a sustainable growth path. The authors argue that this is a challenging agenda in the present circumstances: the region is lagging behind Western Europe in key reform areas, and the appetite for further reform is limited. This volume shows that there is a general need to reform fiscal institutions in SEE in order to better prepare them for the appropriate analysis, formulation, and implementation of fiscal policies. The authors also argue that, in light of the evolving financial architecture in Europe, macroprudential tools can provide (to varying degrees) the means to better attune monetary conditions to national requirements and to help assure financial stability.

In a context of limited resources, small and medium sized enterprises (SMEs) have a key role to play in creating jobs and building a dynamic entrepreneurial economy. Small Enterprise Development In South-East Europe presents important findings from recent empirical research on key factors, which hinder sustainable SME growth in South-East Europe. Finance is identified as a critical barrier to growth, and the role of commercial banks, micro-finance institutions and credit cooperatives in assisting growth is addressed. Yet finance alone is not enough. A rebuilding of social capital, a reduction of the unofficial or grey economy, and the promotion of inter-firm networks and clusters are also of vital importance in promoting sustainable growth. The book concludes with critical analyses of SME policies in Albania, Croatia, and Macedonia, countries which hitherto have received little attention in the literature. Investing in infrastructure is therefore an important long-standing policy issue for the region. In the context of the Covid-19 pandemic, infrastructure investment has also gained some ground as economies look to support activity in the recovery phase once the virus has been contained. Against this backdrop, this project seeks to benchmark infrastructure in CESEE, assess the macro impact of higher infrastructure investment, and discuss policies issues to maximize such impact. First, we benchmark infrastructure in the region versus the EU15, across various infrastructure sectors and using different methodologies. Second, deploying empirical estimates and model-based simulations, we analyze the macroeconomic impact of boosting infrastructure investment. Third, we present an in-depth analysis of policy issues: enhancing public investment management, managing fiscal risks, and mobilizing private sector participation.
