Book excerpt: This study has developed economic models representing the various ways of providing designers with maintenance and repair information for evaluating alternative methods for providing data to support military construction design decisions. A plan for evaluating design costs, using these models, was also prepared. Criteria were developed for selecting modes of supplying the required information. Two models were selected using these criteria: a centralized database and ad hoc acquisition by the analyst-designer. A general economic model for data supply was developed for these two modes. The model was shown to be well-defined, and it was determined that the programmer-analyst could easily prepare programs to do the calculations if the required data is available.

Results of an EA provide valuable input in deciding which projects to fund for the most cost-effective use of tax dollars. This report provides Army installations with guidance for performing accurate EAs and reporting results properly. This information clarifies the Army policy on EA set by Army Regulation (AR) 11-28 and Office of Management and Budget (OMB) Circular A-104. This report supersedes Technical Report P-151, Economic Analysis: Description and Methods (U.S. Army Construction Engineering Research Laboratory, 1983). The current report updates the previous information and addresses the role of ECONOPACK in performing EAs. ECONPACK is a computer program that automates much of the EA process. It is available on the Programming, Administration, and Execution (PAX) system and in a personal computer version. (sdw).

The Uniform Building Code and Naval Facilities Engineering Command (NAVFACENGCOM) instruction 11101.85 were used as base line guidance for design and construction of Navy Family Housing Projects. NAVFACTENGCOM's design process was first examined to determine if more emphasis should be placed on noise suppression in Navy Family Housing. Based on the analysis, it was determined that the Navy Family Housing Program does address the design for noise suppression through the use of pre-established and factory tested Sound Transmission Class (STC) assemblies. However more emphasis should be placed on the acoustic evaluation process after a contractors' design is received for evaluation.
