These range from relatively harmless, even laudable, activities like helping parents in their domestic chores, to morally and physically dangerous ones like soldiering and prostitution. If we leave out the former, we are left with what are generally called "economic" activities. Only a small minority, less than 4 percent of all working children, are estimated to be engaged in what ILO defines as the "unconditional" worst forms of child labour. The absolute number of children estimated to be engaged in the latter is, however, a stunning 8.4 million. Should we only be concerned about the worst forms of child labour? Most forms of child labour other than the worst ones have valuable learning-by-doing elements. Furthermore, child labour produces current income. If the family is credit rationed, child labour relaxes the liquidity constraint and increases current consumption. There is thus a trade-off between present and future consumption. To the extent that current consumption has a positive effect on future health (hence, on the child's future earning capacity and, more generally, utility), this trade-off may be lower than one might think. This book provides a blend of theory, empirical analysis and policy discussion. The first three chapters develop a fairly comprehensive theory of child labour, and related variables such as fertility, and infant mortality. Chapter 4, concerned with the effects of trade, contains both theory and cross-country empirical evidence. The remaining chapters are country studies, aimed at illustrating and testing different aspects of the theory in different geographical contexts. These chapters apply the latest developments in microeconometric methodology for dealing with endogeneity, unobserved heterogeneity, and the evaluation of public intervention.

A Roadmap to Reducing Child Poverty reviews the research on linkages between child poverty and child well-being, and analyzes the poverty-reducing effects of major assistance programs directed at children and families. Book excerpt: Nancy Folbre challenges the conventional economist's assumption that parents have children for the same reason that they acquire pets--primarily for the pleasure of their company. Children become the workers and taxpayers of the next generation, and "investments" in them offer a significant payback to other participants in the economy. Yet parents, especially mothers, pay most of the costs. The high price of childrearing pushes many families into poverty, often with adverse consequences for children themselves. Parents spend time as well as money on children. Yet most estimates of the "cost" of children ignore the value of this time. Folbre provides a startlingly high but entirely credible estimate of the value of parental time per child by asking what it would cost to purchase a comparable substitute for it. She also emphasizes the need for better accounting of public expenditure on children over the life cycle and describes the need to rethink the very structure and logic of the welfare state. A new institutional structure could promote more cooperative, sustainable, and efficient commitments to the next generation.

First, based on summary data at the country-level for an unusually large set of developing countries originally obtained from household sample surveys conducted between 1993 and 2003, the authors construct a detailed profile of child economic activity and child labor, attempting, wherever the data permit, to identify similarities and differences across regions and between genders. Second, they link the country-level data on child economic activity and child labor to country-level indicators of the state of economic and social development in the same time period in order to (1) ascertain if cross-country correlations previously identified in the literature are found in the data, and (2) illumine other possible correlations that may exist. As part of this exercise, the authors examine one important relationship that has thus far not been directly investigated in the literature, namely, the cross-country correlation between child labor, agriculture, and poverty.

Book excerpt: Although a growing theoretical literature points to credit constraints as an important source of inefficiently high child labor, little work has been done to assess its empirical relevance. Using panel data from Tanzania, Beegle, Dehejia, and Gatti find that households respond to transitory income shocks by increasing child labor, but that the extent to which child labor is used as a buffer is lower when households have access to credit. These findings contribute to the empirical literature on the permanent income hypothesis by showing that credit-constrained households actively use child labor to smooth their income. Moreover, they highlight a potentially important determinant of child labor and, as a result, a mechanism that can be used to tackle it. This paper--a joint product of the Poverty Team and Investment and Climate, Development Research Group--is part of a larger effort in the group to study the determinants of child labor. It is output from the research project "Child Labor and Access to Credit: Evidence from Rural Tanzania and Vietnam" funded by the Bank's Research Support Budget.
