Dato che la transizione ecologica, da tecnologie ad alta intensità di carbone a tecnologie a bassa intensità di carbone, può rappresentare una rilevante opportunità di crescita, nel testo sono illustrate le nozioni fondamentali dell’economia delle risorse naturali e dell’innovazione ambientale. Infine, il processo di innovazione sarà efficace solo se opportunamente supportato dalle azioni di politica economica. Per questo motivo, è presentata nel testo una rassegna delle principali politiche che a livello nazionale e internazionale potrebbero essere introdotte per incentivare il processo innovativo. La speranza è di stimolare in maniera sufficiente l’interesse del lettore, in modo che l’analisi possa essere un utile supporto per ulteriori approfondimenti di ricerca sul tema.

Serve perci una specifica organizzazione, e un suo primo elemento il contratto che ha lo scopo di evitare spreco di risorse e di garantire mutuo impegno. Emerge poi un secondo aspetto delle tensioni nel coordinamento che spesso trascurato: i conflitti tra visioni contrastanti circa il miglior modo di procedere. Ma se questo conflitto si esce con il compromesso, il processo innovativo muore. LŐinnovazione lŐesito di un particolare tipo di conflitto, imperfetto non patteggiabile, non gestibile dagli attori senza una regia. é indispensabile una leadership trasformatrice. Ma, per tale caratterizzazione, essa non pu assumere anche le funzioni proprie del contratto. Alcune applicazioni di questo semplice modello sembrano incoraggianti sia nello studio di casi (Echelon, Olivetti, Motorola, software Open Source, IBM) e sia nellŐanalisi di 30 Patti Territoriali in Italia. I buoni risultati innovativi si hanno con leadership forte e contratto forte, mentre non si ottengono quando manca uno di questi due elementi.

The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume.
