In particular, the book highlights the links between urban violence, poverty, and inequalities based on income, class, gender, and other social cleavages. SU discourses, enacted by technology companies, national governments and supranational agencies alike, claim a supremacy of urban digital technologies for managing and controlling infrastructures, achieving greater effectiveness in managing service demand and reducing carbon emissions, developing greater social interaction and community networks, providing new services around health and social care etc. Smart urbanism is being represented as the response to almost every facet of the contemporary urban question. This book explores this common conception of the problematic of smart urbanism and critically address what new capabilities are being created by whom and with what exclusions; how these are being developed - and contested; where is this happening both within and between cities; and, with what sorts of social and material consequences. The aim of the book is to identify and convene a currently fragmented and disconnected group of researchers, commentators, developers and users from both within and outside the mainstream SU discourse, including several of those that adopt a more critical perspective, to assess ‘what’ problems of the city smartness can address The volume provides the first internationally comparative assessment of SU in cities of the global north and south, critically evaluates whether current visions of SU are able to achieve their potential; and then identifies alternative trajectories for SU that hold radical promise for reshaping cities.

Book excerpt: This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.

In contrast with interdisciplinary knowledge, which is primarily located in scholarly environments, transdisciplinary knowledge production entails a fusion of academic and non-academic knowledge, theory and practice, discipline and profession. Architecture (and urbanism), operating as both a discipline and a profession, seems to form a particularly receptive ground for transdisciplinary research. However, this specificity has not yet been developed into a full-fledged, unique mode of knowledge production. In order to dedicate specific attention to transdisciplinary knowledge production, this book aims to explore (new) hybrid modes of inquiry that allow many of architecture’s longstanding schisms to be overcome: such as between theory/history and practice, critical theory and projective design, the adoption of an external viewpoint and a view-from-within (often under the guise of bottom-up vs. top-down). It therefore offers the reader a mix of contributions that elaborate on knowledge production that is situated in the (architectural and urban) profession or practice, and on practice-based approaches in theory.
