Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Historically, the state has played a crucial role as enforcer of liberal democratic constitutions, but it has also been used by autocratic rulers to entrench their rule. The state is thus a two-edged sword: It can both be the guarantee of democratic rights and a tool that can be used to suppress such rights. One corollary of this is that the influence of state structures on democratic development depends on who holds government power. But the opposite observation can also be made, as governments play an important role in shaping the state apparatus. The state and the regime are thus intertwined. Against this backdrop, this book presents a series of attempts – authored by influential experts such as Francis Fukuyama and Gerardo Munck – to disentangle the relationship between the state and political regimes. The contributions differ in terms of their particular theoretical and empirical focus. But they share the assumption that three criteria need to be observed to achieve a better understanding of the state-democracy nexus. First, it is valuable to distinguish conceptually between different aspects of the state. Second, the potential relationships between democracy and these attributes of state should be carefully theorized. Third, the consequent propositions must be interrogated using comparative approaches. This book was originally published as a special issue of Democratization.

From a broad standpoint, the program approved by the 12 member states of the European Economic Community (Single European Act) in 1986 addresses these problems. At its most basic, this single European market means the unrestricted circulation of goods, people, services, and capital, unhindered by borders, tariffs, or restrictive national practices. The actual economic integration as planned by the Single Act will have a variety of consequences. In particular, there has a been a shift away from Iimited national markets toward the wider market of the Community. In turn, this expansion of the market promises improved economies of scale and scope for many industries and a more efficient geographic allocation of production.
