Book Business Organized Labour and Climate Policy

Download or read book Business Organized Labour and Climate Policy written by Peter Glynn and published by Edward Elgar Publishing. This book was released on 2017-04-28 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: This impartial study analyses the role of employer’s organisations and trade unions in climate change policy and its impacts on the labour market. The policies of government to manage greenhouse gas emissions will require business to change its product and service delivery arrangements, which in turn means labour requirements will also change. The book also considers whether labour market issues should be explicit in the theoretical framework of ecological modernisation as it guides the policy development process.

Book The Politics of Environmental Discourse

Download or read book The Politics of Environmental Discourse written by Maarten A. Hajer and published by Clarendon Press. This book was released on 1995-12-14 with total page 345 pages. Available in PDF, EPUB and Kindle. Book excerpt: Dr Hajer's path-breaking study opens the way for a better understanding of the environmental conflict, showing how language can be seen to shape our view of what environmental politics is really about and how those perceptions can differ between countries. The author identifies the emergence and increasing political importance of 'ecological modernization' as a new concept in the language of environmental politics. This concept, which has come to replace the antagonistic debates of the 1970s, stresses the opportunities of environmental policy for modernizing the economy and stimulating the technological innovation. Combining abstract social theory with detailed empirical analysis, Martin Hajer illustrates the social and political dynamics of ecological modernization in a detailed analysis of the acid rain controversies in Great Britain and the Netherlands. He concludes by reflecting on the institutional challenge of the environmental politics in the years to come.

Book Ecological Modernisation Around the World

Download or read book Ecological Modernisation Around the World written by Arthur P.J. Mol and published by Routledge. This book was released on 2014-04-08 with total page 309 pages. Available in PDF, EPUB and Kindle. Book excerpt: The idea of ecological modernisation originated in Western Europe in the 1980s, gaining attention around the world by the late 1990s. At the core of this social scientific and policy-oriented approach is the view that contemporary societies have the capability of dealing with their environmental crises. Experiences in some countries demonstrate that modern institutions can incorporate environmental interests into their daily routines. Elsewhere, economic and political interests dominate development trajectories and environmental deterioration continues, challenging the premises of ecological modernisation. This volume brings together research on ecological modernisation practices around the world. Studies on Western, Central, and Eastern Europe, the USA, and Southeast Asia examine the applicability of this approach to advanced industrial countries, transitional economies and developing countries respectively. Authors critically examine the premises of ecological modernisation theory, assess its value for understanding past and present environmental transformations, and outline paths for designing future sustainable development. Taken together, the studies in collected this volume offer significant refinements, extensions and critiques of ecological modernisation theory and suggest important directions for future research on social and policy dimensions of environmental change.

Abstract: Abstract of thesis entitled Ecological Modernization and Environmental Innovation: A Case Study of Public Transport Industry in Hong Kong Submitted by Jacqueline Chi-Kei Lam for the degree of Doctor of Philosophy at The University of Hong Kong in October 2007 Environmental innovation (EI) has been taken to be a critical means to simultaneously achieve both economic gain and environmental performance in the Ecological Modernization Theory (EMT). EI is central to achieving the ecological modernization (EM) goal because EI can not only reduce emissions and consumption but also improve the eco-efficiency to bring about better competitiveness. Nevertheless, many factors can hinder the adoption of EI. This dissertation investigates the conditions of EI adaptation and diffusion and policies that can mostly effectively stimulate the industry to engage in EI. Specifically, the focus will be on technological environmental innovation (TEI). Based on innovation economics (Neo-classical and the Neo-Schumpeterian evolutionary i approach), it is proposed that the adoption (adaptation and diffusion) of TEI is influenced by three types of conditions, namely, economic condition (financial incentives), firm condition (technical/organizational capabilities, partnership and collaboration) and stakeholder condition (attitudes and perceptions). The proposed theoretical model illustrates how the policy process can iteratively improve the innovation conditions to achieve TEI and EM. Concerning how environmental policies can effectively achieve TEI and EM, two major views are found in the EM literature. Some EM theorists advocates that traditional C&C environmental regulation should increasingly be replaced by market-based and voluntary measures because it is far less effective in creating favourable conditions for environmentally sound practices than market-based and voluntary measures. Another camp acknowledges that despite the failure of the traditional regulation, they recognize certain merits of environmental regulation and introduce new approaches to regulatory implementation. With the EM debates as the background, this study tackles the issue from the firm perspective. The question is what kind of policy can effectively promote favourable innovation conditions and TEI outcome. Some non-EM business economists (e.g. Michael Porter and Claas van der Linde) suggest that properly designed regulation can stimulate companies to deploy innovative solutions to enhance resource productivity. Extending their idea, this research study proposes the New Environmental Regulatory Approach, which advocates policy mix and strategic implementation of environmental regulation and other types of measures. The essence of the new form of regulation lies in the assumption that innovation conditions can be better improved because when the policy is properly designed and implemented, the rigidity and threat of regulation can be complemented by ii incentive-based/voluntary measures. Consequently, the synergy of various measures can more comprehensively enhance the different innovation conditions (i.e. economic condition, firm condition and stakeholder condition). The diffusion of TEI can eventually be stimulated. The new form of environmental regulation emphasizes innovation-orientation, flexibility, stringency,

Available in PDF, EPUB and Kindle. Book excerpt: 'Joseph Huber's book contains a wealth of information on technological environmental innovations. The scrutiny of this material leads to powerful conclusions, with which scholars should concern themselves. Highly recommended.' - René Kemp, Maastricht University, The Netherlands 'This timely and impressive volume brings technology back into the centre of discussions and debates on environmental reform. In articulating an ecological modernisation perspective, Joseph Huber presents an inspiring, optimistic and at times provocative assessment of the potential and future role of radical technological innovations in greening production-consumption cycles.' - Arthur P.J. Mol, Wageningen University, The Netherlands In this insightful book, Joseph Huber investigates the life cycle analysis of technological and environmental innovations (TEIs). TEIs are new technologies, products and practices which have benign environmental effects and which can increase eco-efficiency. More importantly, they can also improve 'metabolic consistency', thus laying the foundations for a sustainable industrial ecology.

Book The Ecological Modernization Capacity of Japan and Germany

Download or read book The Ecological Modernization Capacity of Japan and Germany written by Lutz Mez and published by Springer. This book was released on 2019-08-10 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cognitive-strategic capabilities of a country are decisive for overcoming the strong path dependence in climate-related policies and to achieve ecological and economic modernization. This is the result of a unique comparison approach focusing on four highly intertwined policy areas (Automobiles, Nuclear Energy, Renewables and Rare Earth) in Japan and Germany. Both countries have in principle sufficient economic, technological and institutional capacities for an ecological transformation, but they are lacking an integrated policy strategy to mobilize and organize the existing capacities in favor of structural changes. The focused four policy areas are analyzed in depth and compared by experts from political science.

Book Environmental Governance in Global Perspective

Download or read book Environmental Governance in Global Perspective written by Klaus Jacob and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is a collection of recent studies by scholars from the Environmental Policy Research Centre at the Freie Universität Berlin. It provides an overview on research on recent trends in ecological modernisation, the role of pioneer countries in international policy development and the diffusion of policy innovations and aims to take stock of the work of the Environmental Policy Research Centre and at the same time outlines a future research program. It aims to give both academics and practitioners insights into the state of the art of environmental policy analysis and of the performance of the Environmental Policy Research Centre at its 20th anniversary, about its achievements and the way ahead. The first section (Ecological Modernisation and the Role of Pioneer Countries) gives an overview on recent research on the potentials for and barriers to an ecological modernisation of the economy and the special role of pioneering countries. In his overview article "Ecological Modernisation: New Perspectives," Martin Jänicke analyses recent processes of political modernisation asking how these innovations work within the logic of ecological modernisation. In the following chapter by Martin Jänicke and Klaus Jacob, the emergence of lead markets for environmental innovations are examined as an interplay between innovation and diffusion of policies and technologies. Innovations are often stimulated by pioneers of environmental policy. Frequently, they are setting the trends and the pace for the international processes of modernisation. In the subsequent chapter, Martin Jänicke analyses such trend setters, their potentials for action and the impacts of pioneering countries. The chapter by Jacob and Volkery explores methods of statistical modelling to represent and analyse the capacities of pioneer countries in a comparative perspective. Section 2 is dedicated to the diffusion of environmental policy innovations. Kerstin Tews takes stock of several major research projects in this field and develops a new research agenda for fruitful future activities in this area. The chapter by Per-Olof Busch et al. provides an empirical overview - for a large number of policy innovations - of the diffusion processes between countries. Manfred Binder critically assesses the notion of diffusion in a cross-country comparison. Kirsten Jörgensen focuses on processes of diffusion on the sub-national level, comparing the Länder in Germany and the Federal States in the USA. Section 3 is dedicated to the Greening of Energy Policies. The comparative analysis of energy policies and the potentials for Environmental Policy Integration in this field have been a longstanding subject of research at the FFU. The contribution by Tews and Binder, gives overview of CO2 reduction targets within the ANNEX 1 countries and assess whether these objectives have so far led to effective activities. Mez describes the concept of ecological tax reforms from a comparative perspective. Lutz Mez and Annette Piening analysing the negotiation of the nuclear power phase out in Germany, which can be perceived as a rare example of an organised transition of an economic sector. Section 4 is devoted to the analysis of innovations in governance. Martin Jänicke and Helge Jörgens develop an overview and a systematisation of environmental policy since the Rio Summit in 1992. Axel Volkery et al. present a study on strategies for sustainable development in a 19-country comparison. The chapter by Klaus Jacob and Axel Volkery provides reviews instruments and strategies to integrate environmental concerns in the various fields of policy making and analyses their application in the OECD. The final section focuses on the international level of environmental policy making: The chapter by Steffen Bauer explores the bureaucratic authority of international treaty secretariats in global environmental politics. Philipp Pattberg analyses the growing importance of NGOs in international environmental policy. Finally, Stefan Lindemann compares a large number of water regimes in terms of their design, their scope and their effectiveness.
