Abstract: Abstract of dissertation entitled Ecological Modernisation in the Transport Sector in Hong Kong Submitted by KWOK Mun Keong, Kelvyn for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 Ecological modernisation is emerging as a fashionable new term to describe recent changes in environmental policy and politics and is serving a serious part in our continuous drive towards sustainable development. But does ecological modernisation refer to environmentally-sensitive technological change or does it more broadly define a style of policy discourse which serves to foster better environmental management or to manage dissent and legitimate ongoing environmental destruction? In fact, the concept of ecological modernisation is increasingly being used in policy analysis to demonstrate deeply embedded ecological self-conscious and in-built considerations in our political, economical and cultural transformation. This in-depth study looks into the environmentally-sensitive technological change in the transport sector in Hong Kong, with foci on three modes of transport, mainly, franchised buses, public light buses and taxis and also looks into the major research and developments in the world to introduce more environmentally-sensitive technological changes to the transport sector. Lightweight materials research and strategies to reduce weight; future fuels from energy corps or other forms of biomass; and even transport network pollution catchment areas etc., these research and developments have discretely formed and are becoming important developments for ecological modernisation in the transport sector. And though ecological modernisation of such scale may not have reached the level of awareness or sank in deeply with the public in Hong Kong, the environmental requirements, concerns and awareness in government policies, media activities and public programmes over many years have created significant i public and private sector participation in environmental issues which eventually would be a good start to the full implementation of ecological modernisation. Hong Kong, not being an international driver or technological hub in transport development, has for decades adopted strong, proven and experienced transport system and technologies procurement, bringing together technological advanced and usually long proven transport technologies in the world to develop one of the most efficient and effective public transport network. And from this study, the findings have led me to conclude that ecological modernisation may exist but it has been very much inactive in pursuing any ecological modernisation initiatives. Hence, Hong Kong should price upon its expertise and experience in developing an efficient and effective public transport network to continue to fund and take on a more active role to formulate and implement ecological modernisation plans to improve and safeguard the environment, form partnerships with advanced countries to share and develop environmental-sensitive technological advances and finally, to increase community awareness of ecological modernisation in the transport sector. Abstract: Abstract of thesis entitled Ecological Modernization and Environmental Innovation: A Case Study of Public Transport Industry in Hong Kong Submitted by Jacqueline Chi-Kei Lam for the degree of Doctor of Philosophy at The University of Hong Kong in October 2007 Environmental innovation (EI) has been taken to be a critical means to simultaneously achieve both economic gain and environmental performance in the Ecological Modernization Theory (EMT). EI is central to achieving the ecological modernization (EM) goal because EI can not only reduce emissions and consumption but also improve the eco-efficiency to bring about better competitiveness. Nevertheless, many factors can hinder the adoption of EI. This dissertation investigates the conditions of EI adaptation and diffusion and policies that can mostly effectively stimulate the industry to engage in EI. Specifically, the focus will be on technological environmental innovation (TEI). Based on innovation economics (Neo-classical and the Neo-Schumpeterian evolutionary i approach), it is proposed that the adoption (adaptation and diffusion) of TEI is influenced by three types of conditions, namely, economic condition (financial incentives), firm condition (technical/organizational capabilities, partnership and collaboration) and stakeholder condition (attitudes and perceptions). The proposed theoretical model illustrates how the policy process can iteratively improve the innovation conditions to achieve TEI and EM. Concerning how environmental policies can effectively achieve TEI and EM, two major views are found in the EM literature. Some EM theorists advocates that traditional C&C environmental regulation should increasingly be replaced by market-based and voluntary measures because it is far less effective in creating favourable conditions for environmentally sound practices than market-based and voluntary measures. Another camp acknowledges that despite the failure of the traditional regulation, they recognize certain merits of environmental regulation and introduce new approaches to regulatory implementation. With the EM debates as the background, this study tackles the issue from the firm perspective. The question is what kind of policy can effectively promote favourable innovation conditions and TEI outcome. Some non-EM business economists (e.g. Michael Porter and Claas van der Linde) suggest that properly designed regulation can stimulate companies to deploy innovative solutions to enhance resource productivity. Extending their idea, this research study proposes the New Environmental Regulatory Approach, which advocates policy mix and strategic implementation of environmental regulation and other types of measures. The essence of the new form of regulation lies in the assumption that innovation conditions can be better improved because when the policy is properly designed and implemented, the rigidity and threat of regulation can be complemented by ii incentive-based/voluntary measures. Consequently, the synergy of various measures can more comprehensively enhance the different innovation conditions (i.e. economic condition, firm condition and stakeholder condition). Primitive public transport services evolved in the 19th Century with little advancement until the last few decades after the war. Most of the milestones of the development of public transport in Hong Kong concentrated in this period. Besides, structured and systematic processes of transport policy making were also established. New Government department was set up to take up the role of regulating the transport services and White Papers were started to issue. The principles delivered in the first two papers were similar while the latest one giving the blueprint for our future transport system incorporated the ideas of considering the environment and sustainable development when providing new facilities or services to enhance economic growth and society needs.

Abstract: With the increased concern as to sustainable development in recent years, there is a need to develop a sustainable transport system as urban transportation plays an important role in cities. Transportation is an important part of daily life as it is related to mobility; and enhanced mobility will contribute to economic development and improve the quality of life. However, the most commonly used transport modes (i.e. motorised transportation) have contributed to heavy air and noise pollution, degrading our environment and affecting people's quality of life. With this unsustainable urban transport system, there is an urgent need to apply the principles of sustainable development to the development of the transport system. The aim of this study is to revisit the general transport hierarchy, examine how the hierarchy varies according to geographical and trip characteristics, and propose new sustainable transport hierarchies that take local contexts, availability of existing infrastructures, travel distance, and income level into consideration. In this study, Hong Kong is chosen as the focus of the study despite the fact that government has already identified the heavy rail system as the backbone of Hong Kong's transport system, and 90% of all travel trips in Hong Kong are carried out on public transport, yet there is much room for improvements, for example the high roadside air pollution, the public transport are not fully utilised, non-motorised transport modes are not widely used, and the public transport fares are on the high side. The Travel Characteristics Survey 2001 will be used for examining trip characteristic variations in Hong Kong. The findings suggest that the general transport hierarchies in Hong Kong do not match with the theoretically most sustainable transport hierarchy. Furthermore, the findings suggest that travel distance and income level have an effect on people's choice of transport modes. The results give a better understanding of the overall sustainability of Hong Kong's transport system and its local variations so that supportive policy can be formulated to further promote sustainable transportation based on the local characteristics, such as the availability of infrastructure, and the socio-economic and travel characteristics of residents in different districts. Electric vehicles are zero tailpipe emission, while electricity can be generated from renewable sources. They are widely considered by policymakers. Although the Hong Kong Government carried out various policies in last few years, the market share of electric vehicles is still low, particularly in the public transport sector. This dissertation aims to investigate the policy drivers and obstacles to electric vehicles adoption in Hong Kong, focus on public transport vehicles - buses, public light buses and taxis, because they are the largest contributor to the street-level air pollution. The methodologies of this study included two parts. The first part is an extensive literature review and overseas case studies. The second part is survey interviews on 34 decision makers from public transport operators, public vehicle associations, infrastructure developers, car park management companies and property management companies. The survey covered 25.2 percent of total licensed public vehicles in Hong Kong in March 2013. The investigation reveals that long payback period, lack of infrastructure support, battery capacity, and range anxiety are the key obstacles to public electric vehicles adoption in Hong Kong, while environmental concern is less important to the stakeholders. As breakthroughs in technology will compensate most of the shortcomings, in short-term, provide direct subsidy on a non-linear sliding scale, and allocate land for overnight charging are vital for the Government to push public electric vehicles adoption. In medium to long-term, the Government has to be more proactive and roll out a clear roadmap for future development. Provide governmental research and development support, release the threshold of Green Pilot Transport Fund, further amendment on Road Traffic (Expressway) Regulations (Cap. 374Q), enhance collaboration with electric vehicle manufacturers, increase promotion, public education and professional training are recommended. The dissertation ends with a future research agenda. Suggestions included investigates the effectiveness of public electric vehicles' operation and acceptance by passengers; monitoring public electric vehicles' adoption, operation and development among Hong Kong and major regional competitors - Singapore and Shanghai. In addition, research on how China's expanding electric vehicle industry will influence public transport sector in the next two to three years' time. Economical growth benefits human beings but also creates problems in over consumption of natural resources and pollution. A lot of cities such as Hong Kong are enjoying benefits from mobility, but also suffering deterioration in air quality due to vehicle emission. Development of a sustainable transport system is indispensable. It is hard to develop a sustainable transport system from a planning model with no full consideration of sustainability. In the past decade, lots of studies have been done for 1 building up transport planning model that would cater for requirements of sustainability. One of the areas under research is the use Stated Preference (SP) Survey in modelling. A recent study [Loo 2002] has identified ways of using SP surveys to improve traditional four-stage transport planning model for developing a sustainable transport system. Countries in Europe and North American have applied SP survey to develop sustainable transport, but it is comparatively less use in Asia. Hong Kong Special Administration Region (HKSAR) has incorporated sustainability as one of the policy objectives of the government but the current use of traditional four-stage transport planning model for evaluating transport policies and projects does not fully cater for the requirements of sustainability. Hence, this study is an attempt to carry out a location-specific SP survey to estimate new utility functions using Stated Preference Survey and Multinomial Logit Analysis for improvement of the traditional four-stage transport planning model, and to understand the implication of the results of findings to the development of sustainable transport in Hong Kong, in particular to the provision of new railway links and implement of pedestrianization. It is expected that the result of study would give insights to the improvement on current situation of West Rail Phase I and in formulation and assessment of new transport policy for a more sustainable Hong Kong society. The goal of the study is to enhance traffic calming, mobility and conservation of Hong Kong at reasonable cost. The Multinomial Logit Analysis has revealed that people tend to consider time, fare and interchange in their choice of transport mode but not so much safety and environmental protection. Change in age, income and education of the people have 2 different degree of influence on their preference. The difference in preference of people on transport mode between the Home based to Work and Work based to Entertainment trip is minimal except that they consider transfer to be less important in the Home to Work Trip. The further assessments on the implication of the results of findings to the development of sustainable transport in Hong Kong have indicated that introduction of the Kowloon Southern Link (KSL) will significantly encourage more people to use West Rail as the transport mode.
