In the absence of any mention of reasons an uncertainty frequently arises. Concurring with a Judge where but one ground is expressed might not be so difficult to understand as where numerous grounds are expressed. Concurring with the conclusion is one thing, with the grounds is another. " Concur" is sometimes the word used by the reporter where many grounds are taken, and judges may be divided, and each may decide upon a different ground, and some without indicating their reasons. It is said that Mr. Justice Russell, who no doubt had an unusually difiicult task, since he felt bound to abandon his own view of the law, has misdirected the jury. How was he to find out what error vitiated the former proceedings from any utterance of the Court, when sending the case for a new trial. It may be considered worthy of mention in passing that when a case is sent for new trial, how essential it is where possible that no pains should be spared to point out with precision the defects of the former trial, so as to save the scandal of repeated trials of the same cause. von. L n.1..n. no. 5--2l This, I think, is more essential than that the Court should elaborate reasons for disturbing the former judgment. I have referred to the grounds offered when first a new trial was ordered of this case. An appeal, was taken. No reasons were given in dismissing that appeal, which was decided on the spot. The book is based on two reports by the Deep Decarbonization Pathways Project (DDPP) that explain technical and policy pathways for reducing U.S. greenhouse gas emissions by at least 80% from 1990 levels by 2050. This 80x50 target and similarly aggressive carbon abatement goals are often referred to as deep decarbonization, distinguished because it requires systemic changes to the energy economy.
