This work provides new insights as to how two naval air services were influenced by internal and political interventions, and how each was integrated into the organizational structures of the Royal Navy and the Kaiserlichemarine (KM). Both the Admiralty and the KM made substantial alterations to their organizations and doctrine in the process. Principal air doctrines employed are examined chronologically and the application of operational doctrine is described. While they adopted similar air doctrines, there were differences in operational doctrine, which they addressed according to their different requirements. This book is a comparative study about the development of organization and air power doctrine in the RNAS (Royal Naval Air Service) and the IGNAS (Imperial German Naval Air Service). It investigates public and political interventions and early concepts of air power, placing into context the factors which contributed to how naval theorists came to think about the best means of controlling its working medium, air space. Ultimately, it examines the similarities, and differences, between the RNAS and IGNAS understanding of naval air power, within the broader strategic and theoretical framework of their parent organizations. His narrative follows aviation developments closely, delving deep into the official and personal papers of those involved and teasing out the ideas and intents of the early pioneers who drove military aviation Burke also closely examines the consequences of both accidental and conscious decisions on the development of the nascent aviation arms. Certainly, the slow advancement of the technology of the airplane itself in the United States (compared to Europe) in this period affected the creation of doctrine in this period. Likewise, notions that the war that broke out in 1914 was strictly a European concern, reinforced by President Woodrow Wilson’s intentions to keep the United States out of that war, meant that the U.S. military had no incentive to “keep up” with European military aviation. Ultimately, however, he concludes that it was the respective services’ inability to create a strong, durable network connecting those flying the airplanes regularly (technology advocates) with the senior officers exercising control over their budget and organization (technology patrons) that hindered military aviation during this period.

After the first successful flights of fixed-wing aircraft in the USA and Europe, the Japanese navy sent several officers to train in Europe as pilots and imported a steady stream of new models to evaluate.During World War One Japan became allied with the UK and played a significant part in keeping the German fleets of ships and submarines at bay in the Pacific and Indian Oceans. However, in the international naval treaties that followed they felt betrayed, since the number of capital ships, battleships and cruisers, that they were allowed was below those of the USA and the UK.Aircraft carriers were not included, so a program of carrier building was started and continued until World War Two. At the same time they developed an aircraft industry and at the beginning of war their airplanes were comparable, and in some instances superior, to those of the British and Americans.Much prewar experience was gained during Japans invasion of China, but their continued anger with America festered and resulted in their becoming allied with Germany, Italy and the Vichy France during World War Two. There followed massive successful attacks on Pearl Harbor, the Philippines, the Southern Islands, Port Darwin and New Guinea.The British were decimated and the USA recoiled at the onslaught, taking over a year to regroup and take the war to the Imperial Japanese forces. Throughout the conflict many sea battles were fought and the name Zero became legendary. When Japan eventually capitulated after the Atomic bombs were dropped the Japanese Imperial Air Service was disbanded.

Book excerpt: The ability of the United States Navy to fight and win a protracted war in the Pacific was not solely the result of technology, tactics, or leadership. Naval aviation maintenance played a major role in the U.S. victory over Japan in the second World War. The naval war against Japan did not achieve sustained success until enough aircraft technicians were available to support the high tempo of aviation operations that fast carrier task force doctrine demanded. When the United States realized war was imminent and ordered a drastic increase in the size of its aviation fleet, the Navy was forced to reconsider its earlier practices and develop new policies in maintenance, supply, and technical training. Not only did a shortage of technicians plague the Navy, but the scarcity of aviation supply and repair facilities in the Pacific soon caused panic in Washington. While the surface Navy's modernization of at-sea replenishment was beneficial, it did not solve the problems of sustaining war-time aircraft readiness levels sufficient to a winning a naval air war. Fisher outlines the drastic institutional changes that accompanied an increase in aviation maintenance personnel from fewer than 10,000 to nearly 250,000 bluejackets, the complete restructuring of the naval aviation technical educational system, and the development of a highly skilled labor force. The first comprehensive study on the importance of aircraft maintenance and the aircraft technician in the age of the aircraft carrier, Sustaining the Carrier War, provides the missing link to our understanding of Great Power conflict at sea.
