In contrast, psychological problems such as ADHD, autism, anxiety, and depression are on the rise, as are medical conditions such as diabetes, obesity, and autoimmune disorders. Why, in this era of unprecedented scientific self-knowledge, does there seem to be so much uncertainty about what human beings need for optimal development? Evolution, Early Experience and Human Development asserts that human development is being misshaped by government policies, social practices, and public beliefs that fail to consider basic human needs. In this pioneering volume, scientists from a range of disciplines theorize that the increase in conditions such as depression and obesity can be partially attributed to a disparity between the environments and conditions under which our mammalian brains currently develop and our evolutionary heritage. For example, healthy brain and emotional development depends to a significant extent upon caregiver availability and quality of care. These include practices such as breastfeeding, co-sleeping, and parental social support, which have waned in modern society, but nevertheless may be integral to healthy development. As the authors argue, without a more informed appreciation of the ideal conditions under which human brains/minds develop and function, human beings will continue to struggle with suboptimal mental and physical health, and as problems emerge psychological treatments alone will not be effective. The best approach is to recognize these needs at the outset so as to optimize child development. Evolution, Early Experience and Human Development puts forth a logical, empirically based argument regarding human mammalian needs for optimal development, based on research from anthropology, neurobiology, animal science, and human development. The result is a unique exploration of evolutionary approaches to human behavior that will support the advancement of new policies, new attitudes towards health, and alterations in childcare practices that will better promote healthy human development.

Book excerpt: Our goal in writing this book was to fill a perceived gap in the early experi ence literature. Most existing volumes on early experience and development can be dichotomized on a basic versus an applied dimension. Volumes falling on the basic side are designed for researchers and theoreticians in the biomed ical and behavioral sciences. Most existing basic volumes are either primarily based on infrahuman data or are based on single major human studies. In going over these volumes, we are not convinced of the generality of infrahu man data to the human level; in addition, we were concerned about the replicability of findings from single studies, however well designed these studies were. As a result, the relevance of data from these volumes to applied human problems is quite limited. In contrast, volumes falling on the applied side are designed primarily for those involved in intervention work with infants and young children. These applied books generally tend to be vague and nonempirical compilations of the views of experts and the collective "wisdom of the ages. " Rarely in applied volumes do we find conclusions based on solid, consistent, empirical findings.

Book excerpt: This technical report explains an analytic way to design and assess packages of financial incentives that the government can use to cost effectively promote early experience with coal-to-liquids (CTL) production of liquid fuels in the face of significant uncertainty about the future. The report applies two complementary analytic methods. The first uses observations from successful voluntary agreements in the commercial world to identify principles that the government can use to design a relationship with a private investor that is likely to ensure that early CTL production experience occurs cost effectively. Such a relationship yields investor and government behavior that, in turn, generates a set of cash flows to and from investor and government over time. The second analytic method takes these cash flows as given and assesses their effects on the investor and the government. It measures effects on an investor in terms of changes in the investor's real (adjusted for inflation) after-tax internal rate of return (IRR). It measures effects on the government in terms of changes in the real net present value (NPV) of cash flows to and from the government when assessed at the discount rate set by the Office of Management and Budget (OMB) for investments of this kind. The cash-flow analysis focuses on a hypothetical CTL combined-cycle production plant that uses a Fischer-Tropsch (FT) technology to convert coal into about 30,000 barrels per day (bpd) of diesel and naphtha; significant amounts of electricity, some of which can be sold off site; and carbon dioxide, which can be sequestered or sold for use in enhanced oil recovery (EOR) off site.

In Segregation by Experience, the authors set out to study how Latinx children exercise agency in their classrooms-children who don't often have access to these kinds of learning environments. The authors filmed a classroom in which an elementary school teacher, Ms. Bailey, made her students active participants. But when the authors showed videos of these black and brown children wandering around the classroom, being consulted for their ideas, observing and participating by their own initiative, reading snuggled up, shouting out ideas and stories without raising their hands, and influencing what they learned about, the response was surprising. Teachers admired Ms. Bailey but didn't think her practices would work with their black and brown students. Parents of color-many of them immigrants-liked many of the practices, but worried that they would endanger or compromise their children. Young children thought they were terrible, telling the authors that learning was about being quiet, still, and compliant. The children in the film were behaving badly. Segregation by Experience asks us to consider which children's unique voices are encouraged-and which are being disciplined through educational experience"--

Instead, he argues that we should pay attention to whole systems, rather than to simple causes, when trying to understand the complexity of development.
