Opening up a new frontier for anthropological study, the contributors to E.T. Culture take these communities seriously. They demonstrate that an E.T. orientation toward various forms of visitation—including alien beings, alien technologies, and uncanny visions—engages primary concepts underpinning anthropological research: host and visitor, home and away, subjectivity and objectivity. Taking the point of view of those who commit to sci-fi as sci-fact, contributors to this volume show how discussions and representations of otherworldly beings express concerns about racial and ethnic differences, the anxieties and fascination associated with modern technologies, and alienation from the inner workings of government. Various aspects of remote sensing of ET are reported in the 11 papers published in this book. The major research areas covered by this book include inter-comparison and performance evaluation of widely used one- and two-source energy balance models, a new dual-source model (Soil Plant Atmosphere and Remote Sensing Evapotranspiration, SPARSE), and a process-based model (ETMonitor); assessment of multi-source (e.g., remote sensing, reanalysis, and land surface model) ET products; development or improvement of data fusion frameworks to predict continuous daily ET at a high spatial resolution (field-scale or 30 m) by fusing the advanced spaceborne thermal emission reflectance radiometer (ASTER), the moderate resolution imaging spectroradiometer (MODIS), and Landsat data; and investigating uncertainties in ET estimates using an ET ensemble composed of several land surface models and diagnostic datasets. The effects of the differences between ET products on water resources and ecosystem management were also investigated. More accurate ET estimates and improved understanding of remotely sensed ET products are crucial for maximizing crop productivity while minimizing water losses and management costs.

Book excerpt: A call for a new form of democracy in which “hybrid forums” composed of experts and laypeople address such sociotechnical controversies as hazardous waste, genetically modified organisms, and nanotechnology. Controversies over such issues as nuclear waste, genetically modified organisms, asbestos, tobacco, gene therapy, avian flu, and cell phone towers arise almost daily as rapid scientific and technological advances create uncertainty and bring about unforeseen concerns. The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. To invent new procedures for consultation and representation, they suggest, is to contribute to an endless process that is necessary for the ongoing democratization of democracy.
