Book excerpt: This book presents a collection of papers which examine the evolution of small and medium enterprises (hereafter SMEs) in East Asia over the past quarter century or so. East Asia is of interest because this region has experienced, on average, the highest economic growth rates in the world during this period. This has been accompanied by dramatic transformations in sectoral output and employment, in patterns of domestic and international trade and in demographic flows within countries. It is of interest to see to what extent these transformations have affected, or have been influenced in turn by, industrial structure as reflected in the evolution of small firms. At the same time, not all countries in East Asia have grown at similar rates nor has there been uniformity in public policies across the region. So there is a background of diversity in both performance and policy. How smaller firms have coped with the different policy environments and patterns of economic transformation that have characterized the region in the recent past could be potential importance to the formulation of public policy in other developing countries. Small firms are important instruments for economic development. This book examines the factors that influence their evolution and performance.

Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

This database is unique in that it presents consistent and comparable information on the contribution of the SME sector to total employment and GDP across different countries. The dataset improves on existing publicly available datasets on several grounds. First, it extends coverage to a broader set of developing and industrial economies. Second, it provides information on the contribution of the SME sector using a uniform definition of SMEs across different countries, allowing for consistent cross-country comparisons. Third, while we follow the traditional definition of the SME sector as being part of the formal sector, the new database also includes the size of the SME sector relative to the informal sector. This paper describes the sources and the construction of the different indicators, presents descriptive statistics, and explores correlations with other socioeconomic variables. This paper--a product of Finance, Development Research Group--is part of a larger effort in the group to study SME-related issues.

Book excerpt: In many countries, a sizable share of international trade is carried out by intermediaries. While large firms tend to export to foreign markets directly, smaller firms typically export via intermediaries (indirect exporting). I document a set of facts that characterize the dynamic nature of indirect exporting using firm-level data from Vietnam and develop a dynamic trade model with both direct and indirect exporting modes and customer accumulation. The model is calibrated to match the dynamic moments of the data. The calibration yields fixed costs of indirect exporting that are less than a third of those of direct exporting, the variable costs of indirect exporting are twice higher, and demand for the indirectly exported products grows more slowly. Decomposing the gains from indirect and direct exporting, I find that 18 percent of the gains from trade in Vietnam are generated by indirect exporters. Finally, I demonstrate that a dynamic model that excludes the indirect exporting channel will overstate the welfare gains associated with trade liberalization by a factor of two.

Scientifically, TAKE seems to be as important and new and far reaching. We don’t have shortage of models regarding the knowledge economy but we decisively lack to explore the relation between theory and practice. TAKE is a step in exploring that difference. We know that “Exact sciences find the best answers and social sciences give the best questions” (J.C. Spender) and we also know that “Knowledge Management is more preached by scholars than done by practitioners” (Aino Kianto). We assume the first idea and try to overcome the second.
