Ce faisant, il est possible de dégager l'interaction des forces concurrentes qui déterminent le fait que les femmes deviennent pauvres ou sortent de la pauvreté ainsi que certaines circonstances transitionnelles clés qui surviennent dans la vie des femmes, comme le mariage, le concubinage, le divorce ou la séparation, faits qui ont une incidence sur leur situation financière. Le rapport aborde ensuite les programmes gouvernementaux de sécurité du revenu, et particulièrement les tendances d'utilisation de ces programmes selon le sexe.

It first reviews the literature relating housing & employment to increased self-sufficiency and presents an inventory of international & Canadian initiatives that combine housing & employment, arranged by cases according to the following categories: housing as a stable environment for supportive services; job training or employment in housing rehabilitation, management, or related services; and job training & housing assistance as part of comprehensive community revitalization. From the Canadian initiatives, ten case studies are studied in more depth. The studies use qualitative research involving personal interviews with program managers & residents who had participated in housing-based employment support programs. The case study data are supplemented with data from focus groups of social housing residents, housing providers, and representatives from organizations working with women's employment & training programs. Findings from the interviews & focus groups are presented and overall conclusions are reached based on the data collected.

Home care policies and practices thus have a significant and varied impact on women's lives. This research builds on previous studies that show women's roles as unpaid & underpaid care-givers contribute to the income gap between women & men. It also examines whether current home care policies & practices have any impact on women's vulnerability to poverty. The research involved interviews with home care recipients, agencies, paid workers, and informal family care-givers; interviews with experts, representatives of home care organizations, and federal government officials; and a national literature review on women & home care. Issues discussed include gender stereotypes, wages, health & safety risks, home care funding, provision of support, worker training, and services to special groups & rural areas. Recommendations are made toward achieving the goals of development of a holistic approach to health care and implementation of commitments to gender equality.
