Book excerpt: Increasing productivity at farm level is a key policy objective across most countries and fundamental to the overall performance of agricultural and food systems. This paper applies dynamic statistical methods to farm level data in order to identify the determinants of farm performance over time, in terms of productivity and measures of local sustainability. The analysis sheds light on the effects of policies on productivity, and the links between productivity and sustainability outcomes. It draws on key findings from seven case studies: crop farms in Australia, France, Italy and the United Kingdom (England and Wales); and dairy farms in the Czech Republic, Denmark and Norway, with different sample periods, from the most recent three decades to the last five years. A key finding is that policy changes increasing the degree of decoupling of payments have a positive impact on productivity. Furthermore, with the right incentives, productivity growth can be more locally sustainable insofar as farms can produce more output with less inputs that harm the environment. Book excerpt: This paper provides detailed farm level data evidence on the dynamics of farm performance from case studies covering crop farms in Australia, France, Italy and the United Kingdom (England and Wales), and dairy farms in the Czech Republic, Denmark and Norway, with different recent sample periods of five to thirty years. An increase in productivity over time is common to all countries and most crop farm classes, but productivity dynamics vary significantly. In Australia, strong productivity growth among the most productive crop farms has led to an increase in the gap between the highest and lowest performing farms; whereas in France, Italy and the United Kingdom, productivity growth was weak among the most productive crop farms and the lowest performing farms closed the productivity gap. Productivity also increased among dairy farms, with an increasing gap between the most and the least productive farm classes in the three sample countries. The impact of policy changes on performance dynamics is analysed for decoupled payments in France and England, and dairy payments in the Czech Republic. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

The vision of the agricultural policy is based on the priorities of the Inter-sectorial Strategy for Agriculture and Rural Development (ISARD) 2014–2020, the National Strategy for Development and Integration (NSDI-II) 2015–2020, the National Programme for European Integration (NPEI) 2019–2021, GoA Program 2017–2020, as well as the Ministry of Agriculture and Rural Development (MARD) priorities.

Book excerpt: This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.

Book excerpt: This dissertation analyzes the empirical implications of selected policies and regulations applied to agricultural and food markets in the United States. It focuses on the policies at the regional level where the role of government influences the dynamics of agricultural markets and consumer behavior. In the first essay, in Chapter 2, I examine how regulation affects household diversity-seeking behavior for alcohol. Here I hypothesize that different state-level regulatory regimes in alcohol retail sales impact shopping convenience. I use a consumer panel dataset to examine household purchases of alcohol between 2004 and 2016. By focusing on a subset of households that moved between regulatory regimes in the pooled cross-sectional dataset, I am able to treat the time-invariant regulatory rules as a natural experiment to identify the causal impact of grocery store sales of alcohol on consumer choice diversification. The key finding suggests consumers further diversify their product selections in states that allow alcohol sales in grocery stores which reduces consumer's shopping costs and increases convenience. In the second essay, in Chapter 3, I focus on the effects of crop insurance on the supply of specialty crops in the United States. I use a nationally-representative farm-level dataset to evaluate the impacts of crop insurance on the acreage and crop value of fruits and vegetables. The empirical strategy addresses the potential endogeneity between the provision of crop insurance and the economic significance of the crops. In assessing how the availability of crop insurance affects supply, I use a number of variables to instrument insurance availability for fruits and vegetables. Instruments include i) the number of policies sold and premium subsidies for field crops within the same county, ii) the number of policies sold and premium subsidies for fruits and vegetable crops in the neighboring counties, which characterize various degrees of insurance demand. The two-stage findings suggest that crop insurance has increased both the harvested acreage and production value of fruits and vegetables. In the final essay, presented in Chapter 4, I worked with a team to evaluate several risk management strategies for cherry growers facing crop losses due to spring frost and excessive summer rain. Here we developed a framework to model stochastic prices, yields, and revenue for sweet cherries in New York and Michigan in a Monte Carlo simulation framework. This research constructed a novel dataset comprised of state-level market information for sweet cherries, station-level weather data, and the monitored performance of high tunnel at horticultural trials from research farms. Our results show that when there are significant price premiums for early season fruit, a high tunnel system could be the optimal strategy as it has the capacity to generate higher net profits compared to a variety of alternative strategies using insurance products.

The model assumes that households are price-takers and is therefore recursive. The decisions modeled include those affecting production and the demand for inputs and those affecting consumption and the supply of labor. Comparative results on selected elasticities are presented for a number of economies. The empirical significance of the approach is demonstrated in a comparison of models that treat production and consumption decisions separately and those in which the decisionmaking process is recursive. The book summarizes the implications of agricultural pricing policy for the welfare of farm households, marketed surplus, the demand for nonagricultural goods and services, the rural labor market, budget revenues, and foreign exchange earnings. In addition, it is shown that the basic model can be extended in order to explore the effects of government policy on crop composition, nutritional status, health, saving, and investment and to provide a more comprehensive analysis of the effects on budget revenues and foreign exchange earnings. Methodological topics, primarily the data requirements of the basic model and its extensions, along with aggregation, market interaction, uncertainty, and market imperfections are discussed. The most important methodological issues - the question of the recursive property of these models - is also discussed.
