The Agency's primary aims are to facilitate road safety and general law enforcement by maintaining registers of drivers and vehicles; and to collect vehicle excise duty (VED). In 2004-05, DVLA's transaction volumes were 4.7 per cent higher than the previous year. 98.4 percent of ordinary first driving licences were delivered within 8 working days (exceeding the target of 98 per cent in 10 working days). A new purpose-built Customer Enquiry Group Contact Centre in Swansea Vale was opened without any disruption of customer service. The DVLA's Richard Ley Development Centre (consisting of the Learning and Innovation Facilities) was completed in June 2004 and officially opened on 11 October 2004.
