The development was so rapid that it catapulted the Dutch from being welfare laggards to being welfare leaders. Cox charts the course of this growth, from the nineteenth century to the present, placing the Dutch case within the larger theoretical discussion of welfare states.In so doing, Cox challenges the widely held assumption that welfare programs always represent the policies of the social democratic left. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

The Great Recession has had a severe impact on public finances in the Netherlands and in many other EU member states. While the pace of fiscal consolidation remains a very controversial topic, few would dispute the need to move public finances towards a more sustainable trajectory at some point in the future. Given that social spending constitutes the largest share of public expenditure in the Netherlands, it is inevitable that the questions about the affordability of existing welfare programs are being raised. The modern welfare state is also affected by various long-term structural changes in our society. Population aging is creating additional demands on the pension, health and long-term care systems at the same time when governments are looking for ways to cut public spending. Globalization makes capital and labor more mobile. This makes raising fiscal revenue to pay for the social services and transfers more challenging. Skill-biased technical change destroys many medium- and low-skilled jobs and contributes to raising inequality. Family patterns are changing as well, bringing about new risks. All these trends and challenges point to a clear bottom line: the welfare state has to change. King Willem-Alexander in his Speech from the Throne in September 2013 essentially announced that the old welfare state is dead and has to be replaced with a ‘participation society’. The new HCSS report Beyond the Welfare State takes a broad look at the welfare state: its historical evolution, and its different types in various countries. The report provides an in-depth study of several economic and societal trends that create substantial challenges for the welfare state. It also examines the efforts to reform various aspects of the welfare state that have been undertaken so far in a number of European countries. Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.
