Book excerpt: Immediately after the Allied WW2 victory in Europe, claims were made by the Soviet Union over the eastern regions of Turkey, to secure direct control over the Bosporus, Dardanelles, and Turkish Straits. The detailed study of the international components of these events, featuring the veiled complexities of Stalin’s anti-Turkish diplomacy, provides a key to understanding crucial aspects of these Soviet territorial claims. Iranian Azerbaijan became another hotspot of post-war confrontation between the western Allies and the USSR: Soviet policy towards Iran manifested in the desire to access their oil resources. The history of Turkish-American relations includes not only strategic, but also political, social, cultural and intellectual dimensions. While critical to understanding Turkish-American relations, these dimensions rarely surface in today’s discourse, which reduces bilateral relations to issues currently being contested. In reality, the encounter between East and West embodied in Turkish-American interactions ranges from the official and diplomatic, to unofficial and informal exchanges at the social and individual level; while often compatible and friendly, such interactions occasionally have been less so. Authors from both countries developed a variety of perspectives on their interactions through original research that will enable both specialists and general readers to appreciate its many facets. Most scholarly works on the two nations have been limited to the analysis of US-Turkish relations in the context of Cold War politics. The editors intend that this volume will begin to fill a serious gap and encourage others to study American-Turkish relations from as many aspects as possible. On 24 November 2015, Turkey shoots down a Russian fighter jet on its border and this event becomes the turning point in Russo–Turkish relations. An economic and psychological war starts between Moscow and Ankara which damages their good relations existed before the crisis. Despite the crisis, the sides to the conflict understand that they need each other for their own benefits and look for reconciliation. Russia, a supporter of the Assad government in Syria, does not want to lose Turkey as a friend. Turkey, an energy partner of Russia, needs Russia to balance the power relations in the region. They are two neighboring countries with strong historical socio-economic ties that need to be restored. The reconciliation process is not easy and requires some third party role. The PYD/YPG-centered US policy in Syria affects Turkey’s strategies.

During the Second World War, however, relations between Turkey and the Soviet Union plunged to several degrees below zero, as Ottoman-era Russophobia began to take hold in Turkish elite circles. For the Russians, hostility was based on long-term apathy stemming from the enormous German investment in the Ottoman Empire; for the Turks, on the fear of Russian territorial ambitions. This book offers a new interpretation of how Russian foreign policy drove Turkey into a peculiar neutrality in the Second World War, and eventually into NATO. Onur Isci argues that this was a great reversal of Ataturk-era policies, and that it was the burden of history, not realpolitik, that caused the move to the west during the Second World War.
