Bu, özellikle Haziran 2022'de göreve başlayan ABD'nin yeni büyükelçisi Alina Romanowski'nin Bağdat'taki görevine atanması sonrasında daha da belirgin hâle gelmiştir. Romanowski, onlarca yıl boyunca ABD’nin istihbarat, terörle mücadele, savunma ve dışişleri alanlarında çalışarak Ortadoğu meseleleriyle yakından ilgilenmesinin ardından bu göreve atanmıştır. Romanowski şu anda, ABD’nin Bağdat'taki diplomatik faaliyetlerini önemli ölçüde yönetmektedir. Nitekim Romanowski, mevcut Irak hükûmetinin Ekim 2022'de kurulmasından bugüne dek Başbakan Muhammed Şiya es-Sudani ile 10 kez görüşmüş ve güvenlikten sorumlu bakanlar da dâhil olmak üzere kabine üyelerinin çoğuyla onlarca toplantı yapmıştır. Her toplantıdan sonra tarafların yaptığı açıklamalar, ABD-Irak ilişkilerinin geleceği konusunda olumlu ve iyimser bir atmosfer yaratmaktadır. Bununla birlikte, mevcut Irak hükûmeti pratikte “Şii Koordinasyon Çerçevesi” adı verilen ittifakın hükûmetidir ve bu ittifak, İran'a yakın olarak tanımlanan siyasi güçlerden oluşmaktadır. Elbette bu hükûmette, mevcut hükûmetin kurulması için Şii Koordinasyon Çerçevesi ile uzlaşmış ve daha geniş bir koalisyonda yer alan Kürt ve Sünni siyasi güçlerden de bakanlar bulunmaktadır. Devlet Yönetimi adı verilen daha geniş olan koalisyon ise, bir yandan kabine ekibine çeşitlilik kazandırmak, diğer yandan “kota” sistemini uygulamak amacıyla kurulmuştur ancak karar alma süreci, Şii Koordinasyon Çerçevesi ittifakının elindedir. Bu değişim ve ABD’nin Bağdat’taki diplomasisindeki ivmenin yanı sıra ABD-Irak ilişkilerinin gidişatındaki bu olumlu “görüntüler”, önceki ABD Büyükelçisi Matthew Tueller döneminde Amerikan diplomatik misyonlarının Bağdat'ta var olması ve çalışmasının zor olduğu dönemden sonra yaşanmıştır. O dönemde ABD, 2020 sonlarına doğru büyükelçilik kadrosunun büyük bir çoğunluğunu, çalışanlarının hayatlarına yönelik artan güvenlik tehditleri nedeniyle Kuzey Irak’ta Erbil’deki ABD Konsolosluğuna taşımak zorunda kalmıştır. Öyle ki o dönemde, ABD’nin Irak’taki varlığına ve çıkarlarına karşı yürütülen silahlı ve siyasi bir kampanya çerçevesinde, İran destekli gruplar tarafından büyükelçilik binasının çevresine roketli saldırılar düzenlenmiştir. Bu kampanya, 3 Ocak 2020'de Bağdat Havalimanı yakınlarında Amerikan hava saldırısı sonucu öldürülen İranlı General Kasım Süleymani ve Halk Seferberlik Komitesi Başkan Yardımcısı Ebu Mehdi el-Mühendis'in ölümünden sonra, İran destekli silahlı siyasi gruplar tarafından başlatılmıştır. ABD-Irak arasındaki diplomatik ilişkilerde bu olumlu açılımın, İran’a ve bölgedeki politikalarına karşı sert bir tutum benimseyen Büyükelçi Romanowski'nin görev süresinde gerçekleşmesi dikkat çekicidir. Daha önce Romanowski, ABD'nin Kuveyt Büyükelçisi olarak atanmadan (ABD'nin Irak Büyükelçisi olmadan önceki son görevi) 31 Ekim 2019'da Senato Dış İlişkiler Komitesinde “sert” bir konuşma yapmıştır. Konuşmada Romanowski “İran, vekilleri vasıtasıyla Ortadoğu'da ve ötesinde ABD müttefiklerine ve çıkarlarına karşı şiddet tohumları ekti... İran, Yemen'de Husileri, Suriye'de Beşar Esad rejimini ve Lübnan'da Hizbullah'ı destekleyerek bölgenin tamamını istikrarsızlaştırmaya çalışıyor” demiştir.

The legacy of both was a chasm between the elite and the masses and provided the seeding of an Islamic mass-movement.

Book excerpt: Even before the collapse of the Ottoman Empire, Turkic communities, living in states newly independent from Ottoman rule, were 'protected' by the Ottomans. With the creation of the new Turkish Republic, the notion of 'Outside Turks' became embedded in a new foreign policy which aimed to unite these communities, with whom Kemalist Turkey claimed to share ethnic origin, to the homeland. After 1980, and particularly during the Justice and Development Party rule, the country's domestic agenda, however, was transformed to imagine Outside Turks along cultural and religious lines, rather than in a purely ethnic sense. Husrev Tabak provides a foreign policy analysis to account for this vital shift, arguing that four post-Kemalist norms are responsible: Ottomania, de-ethnicized nationhood, Turkish Islam and Islamic Internationalism. By focusing on the case of the Kosovar Turks, the book reveals that the post-Kemalist move to re-imagine Outside Turkish communities was largely counterproductive. In losing Turkey as a secure point of reference for their ethnic identity, these communities began to fashion a nationalism which gained a reactionary character.The Kosovar Turks now more vehemently embrace Kemalist attitudes and discourses and their sense of Turkish ethnicity has been sharpened. In tracing the impact of norm changes within Turkey on ethnic Turks beyond Turkey, the book illustrates the way in which domestic norms can be used as a significant foreign policy analysis tool. The Kosovar Turks and Post-Kemalist Turkey will therefore be essential reading for those interested in Turkey's foreign policy and post-Kemalism, as well as those researching the ongoing impact of the Ottoman Empire's multinational, multicultural legacy.

Numerous state and non-state actors are involved in this multi-sided armed conflict. On 24 November 2015, Turkey shoots down a Russian fighter jet on its border and this event becomes the turning point in Russo–Turkish relations. An economic and psychological war starts between Moscow and Ankara which damages their good relations existed before the crisis. Despite the crisis, the sides to the conflict understand that they need each other for their own benefits and look for reconciliation. Russia, a supporter of the Assad government in Syria, does not want to lose Turkey as a friend. Turkey, an energy partner of Russia, needs Russia to balance the power relations in the region. They are two neighboring countries with strong historical socio-economic ties that need to be restored. The reconciliation process is not easy and requires some third party role. The PYD/YPG-centered US policy in Syria affects Turkey’s strategies.
