Book excerpt: The events occurred in the last years have shown how the threat related to both intentional and natural disasters could bring the civil and the military worlds closer in the conceivement and deployment of countermeasures as well as in the identification of effective strategies for enhancing the Planet safety and security. In this frame, the concept of dual use ? the set of technologies and applications that can be exploited for both civil and military purposes - becomes a key-topic. In addition, the aerospace is a strategic building block in the deployment of a network centric environment that aims at the global protection of the mankind. Aerospace is also a natural environment for dual use: many of the related enabling technologies have been first developed for the military world and then applied to civil ? including commercial - purposes.On September 12-14, 2007 an International Symposium has been held in Roma, Italy, joining the dual use approach with the aerospace technology: the international community has been gathered around the key-topic: aerospace technologies and applications for dual use. The event has called experts and operators from the military and civil community, belonging to industry, scientific and governmental institutions. The common aim was an effective convergence between the available and perspected technologies for the civil and military worlds as well as the conceivement of applications that can take the maximum benefit from the dual approach, optimizing the available economic resources. The Symposium has included invited-only contributions and an industrial panel. The main results of the Symposium, derived from key-note speeches, invited lectures, panel discussions and conclusions have created the starting material to develop this Edited Book.

As the complexity of technological innovations continues to increase, existing control mechanisms such as international regulations and security arrangements may be insufficient to stem the tide of proliferation over time. As such, this works seeks to assess and present policy solutions to curtail the threat to global stability posed by the proliferation of weapons and dual-use technology.

Book excerpt: Following the successful 1st CEAS (Council of European Aerospace Societies) Specialist Conference on Guidance, Navigation and Control (CEAS EuroGNC) held in Munich, Germany in 2011, Delft University of Technology happily accepted the invitation of organizing the 2nd CEAS EuroGNC in Delft, The Netherlands in 2013. The goal of the conference is to promote new advances in aerospace GNC theory and technologies for enhancing safety, survivability, efficiency, performance, autonomy and intelligence of aerospace systems using on-board sensing, computing and systems. A great push for new developments in GNC are the ever higher safety and sustainability requirements in aviation. Impressive progress was made in new research fields such as sensor and actuator fault detection and diagnosis, reconfigurable and fault tolerant flight control, online safe flight envelop prediction and protection, online global aerodynamic model identification, online global optimization and flight upset recovery. All of these challenges depend on new online solutions from on-board computing systems. Scientists and engineers in GNC have been developing model based, sensor based as well as knowledge based approaches aiming for highly robust, adaptive, nonlinear, intelligent and autonomous GNC systems. Although the papers presented at the conference and selected in this book could not possibly cover all of the present challenges in the GNC field, many of them have indeed been addressed and a wealth of new ideas, solutions and results were proposed and presented. For the 2nd CEAS Specialist Conference on Guidance, Navigation and Control the International Program Committee conducted a formal review process. Each paper was reviewed in compliance with good journal practice by at least two independent and anonymous reviewers. The papers published in this book were selected from the conference proceedings based on the results and recommendations from the reviewers.

Book excerpt: The Center for Technology and National Security Policy has investigated how the Department of Defense can enhance its engagement with the commercial market while meeting requirements for operations. A chief complaint from information technology companies is that they do not know what the services need. This report is a primer for commercial providers to gain some understanding of the military's thinking about military information technology and some of the programs it foresees for the future. Chapter 1 focuses on the development of critical technologies required for ground tactical operations. It presents the Army's efforts to enhance data and information exchange among systems of systems on the battlefield. Key among these is the development of mobile ad hoc networks and applications. The discussion in Chapter 2 emphasizes the technical objectives of the Navy's FORCEnet to meet its operational capabilities, characterized broadly as Sea Strike, Sea Shield, and Sea Basing. The chapter focuses on the functionalities that FORCEnet requires and the technologies needed to produce these functions. Chapter 3 discusses activities in the Air Force Research Laboratory and the Air Force Battle Labs that support the Joint Battlespace Infosphere. Chapter 4 provides a detailed overview of the issues and requirements necessary to insure that networking and information sharing occurs across the services. This chapter characterizes the nature of the interoperability problem, describes recent initiatives to ameliorate interoperability shortfalls, and identifies interoperability challenges. The unique problem of sharing information with allies and changing coalitions is addressed in Chapter 5 in the context of NATO operations. The chapter describes NATO's efforts to move into an age of information-intensive military operations with particular attention on political decision-making, and the command and control of distant multinational operations.

Book excerpt: As the twenty-first century approaches, the number of full-time, active duty personnel in the U.S. military (excluding the Reserves and National Guard) is about 1.4 million, the lowest level since before World War II. Nevertheless, the U.S. military is supposed to be prepared to fight two major-theater wars almost simultaneously while conducting peacekeeping operations and other assignments around the globe. To fulfill this wide range of missions, the U.S. military must continue to rely on the Reserves and National Guard, which are known collectively as the reserve components. The current number of reserve components is almost equal to the number of active duty personnel. In the case of the U.S. Army, the number of reserves is double the number of active personnel. This study addresses how technology can be used to improve the readiness and effectiveness of the reserve components and their integration with the active components. Many technologies are expected to enhance the capabilities of the U.S. military in the twenty-first century, including precision weapons, high-fidelity sensors, long-range surveillance, enhanced stealth characteristics, and advanced communications and information systems. This study reaffirms the importance of improved communication and information systems, for improving comprehensive training and accelerating the mobilization of reserve components for military missions in the coming decade. Although programs using these technologies are already under way in both the reserve and active components of the military, this study focuses on the effectiveness of reserve components and active-reserve integration.
