Ce livre tente de répondre à ces questions à partir d'une analyse de droit comparé. Il en résulte que la régulation se définit comme une fonction de la puissance publique, partagée entre plusieurs autorités, garantissant un certain niveau de satisfaction de besoins collectifs par des activités de nature économique sous un régime concurrentiel. La régulation est donc une fonction pérenne. Elle ne s'oppose pas, en elle-même, à la notion de service public ; mais en nécessite l'adaptation. L'institutionnalisation de la régulation s'accompagne d'une certaine banalisation, mais aussi d'un durcissement de son régime juridique, qui se reflète dans le renforcement du contrôle juridictionnel. Le premier volume présente les résultats de l'analyse comparative, un ensemble de synthèses thématiques, plusieurs expériences étrangères à l'Union européenne et des commentaires du point de vue de la science économique, de la théorie du droit et de la science politique. Le second volume présente les rapports nationaux sur les Etats choisis de l'Union européenne (Allemagne, Belgique, Danemark, Espagne, Finlande, France, Grèce, Italie, Portugal, Royaume-Uni) ; les Pays-Bas sont traités dans l'analyse comparative du premier volume.

In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community.
